This is a fully remote position, open to applicants in Maryland, +1 more state.
• Act as the Functional Area Business Lead for the Children's Long-Term Support (CLTS) program in Wisconsin.
• Serve as the main business analysis contact for designated initiatives.
• Oversee and coordinate operational initiatives, maintenance tasks, enhancements, change requests, and project work from inception through to implementation and conclusion.
• Facilitate business analysis across various stakeholders, project managers, developers, testers, operations teams, and client representatives.
• Connect business and technical teams to define, document, communicate, and validate requirements and solution outcomes.
• Organize requirements elicitation sessions, business process reviews, solution discussions, stakeholder meetings, and presentations for clients.
• Manage a portfolio of operational tasks, maintenance activities, and projects, which includes status tracking, lifecycle progression, blocker resolution, and communication of risks and dependencies.
• Evaluate and enhance business processes to improve operational efficiency, ensure regulatory compliance, and meet client objectives.
• Assist with testing, validate outcomes, and secure stakeholder approvals.
• Provide mentorship, guidance, workload coordination, and leadership to staff involved in CLTS initiatives.
• Contribute to process enhancements, operational standards, training materials, knowledge management, onboarding, and ongoing improvement efforts.
• Utilize analytical tools, reporting solutions, and data analysis methods to inform business decisions and assess solution impacts.
• Coordinate priorities, troubleshoot issues, and drive results across business and technical teams.
• Collaborate closely with Wisconsin DHS, business SMEs, developers, testers, project managers, and operational leaders.
• 8+ years of experience in a role such as Business Analyst, Business Lead, Functional Lead, Product Owner, or similar, supporting complex technology initiatives.
• 5+ years of experience in Medicaid, healthcare, government programs, or other highly regulated sectors.
• Proven experience managing work throughout the entire project lifecycle, which includes requirements gathering, enhancements, maintenance, defect resolution, testing, implementation, configuration, change management, and production support.
• Proficient in creating, reviewing, and validating business requirements, business process documentation, test scenarios, solution deliverables, and project communications.
• Strong analytical and problem-solving capabilities.
• Familiarity with Excel, SQL, reporting tools, and data analysis techniques.
• Ability to independently handle multiple competing priorities.
• Proactive in driving work forward, eliminating blockers, following through on commitments, and maintaining accountability with minimal oversight.
• Experience in facilitating meetings and coordinating activities among business stakeholders, technical teams, project leaders, clients, and vendors.
• Excellent written and verbal communication skills.
• Demonstrated leadership abilities, sound judgment, capacity to work independently, mentor peers, and drive projects to successful completion.
• Remote work is limited to the 48 contiguous U.S. states.
• Must be available during core working hours from 7:30 AM to 4:30 PM Central Time.
