This is a fully remote position, open to applicants in North Carolina.
• Assume responsibility for the complete procurement process, encompassing vendor sourcing, purchase order management, and post-payment closure activities.
• Identify qualified suppliers for products and services, ensuring adherence to International Traffic and Arms Regulations (ITAR) and Controlled Goods requirements.
• Obtain Non-Disclosure or Proprietary Information Agreements (PIA) as required before the release of drawings or controlled documents.
• Prepare and distribute Requests for Quotations (RFQ), assess quotation compliance, and conduct price and delivery comparisons to select the best source in accordance with company policies.
• Create and oversee purchase orders, guaranteeing compliance with contractual and quality terms and conditions.
• Actively monitor and manage purchase orders to ensure timely delivery, addressing any potential delays, service issues, or financial impacts.
• Maintain precise electronic records, generate weekly reports to track progress, and monitor key metrics.
• Contribute to the development and enhancement of procurement strategies, departmental procedures, and supply chain processes.
• Reconcile discrepancies between purchase orders and invoices, ensuring compliance with subcontract/contract terms, purchasing policies, goals, and objectives.
• Participate actively in departmental and operational meetings, coordinating and communicating vendor issues and supporting reporting activities to demonstrate compliance.
• Foster and uphold strong data discipline.
• Typically requires a University Degree or equivalent experience along with a minimum of 2 years of relevant prior experience, or an advanced Degree in a related field.
• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
• Must be a U.S. Person (U.S. citizen, permanent resident, refugee, or asylee) or eligible to obtain the necessary export authorizations.
• Experience in government procurement is preferred.
• Familiarity with U.S. Government Acquisition regulations and their implications on vendors and internal and external processes.
• Experience with SAP/PRISM or similar systems is considered an advantage.
• Strong understanding of the Supply Chain lifecycle and the roles/responsibilities at various project stages.
• Knowledge of purchasing concepts, negotiation tactics/techniques, and material management principles.
• Excellent analytical and problem-solving skills, with the capability to troubleshoot and resolve discrepancies effectively.
• Ability to work independently, adapt to shifting priorities, and manage a high workload efficiently.
• Capability to multi-task and perform effectively in a dynamic, fast-paced, and evolving environment.
• Proven ability to communicate effectively, both in writing and verbally, with internal customers.
