This is a fully remote position, open to applicants in United States.
• Oversee the comprehensive implementation of an AI-driven Procurement Card (P-Card) monitoring system for a statewide pilot and broader enterprise deployment.
• Create and uphold project plans, timelines, budgets, resource allocations, and implementation strategies.
• Supervise pilot execution across various State Agencies and Institutions of Higher Education.
• Collaborate with business, finance, procurement, audit, IT, security, data analytics, vendor, and executive stakeholders.
• Develop project governance, steering committee reports, risk management protocols, issue resolution processes, and executive communications.
• Identify business requirements, success indicators, and implementation strategies alongside State stakeholders.
• Oversee integration with ERP, financial, procurement, banking, identity management, and reporting systems.
• Manage vendor deliverables, contract compliance, milestones, and acceptance criteria.
• Coordinate configuration, testing, defect management, user acceptance testing (UAT), production readiness, and deployment activities.
• Direct change management, communication strategies, stakeholder engagement, training efforts, and user adoption initiatives.
• Ensure adherence to procurement policies, security protocols, audit standards, and financial regulations.
• Track performance using key performance indicators (KPIs), dashboards, status reports, and executive presentations.
• Facilitate lessons learned sessions, continuous improvement efforts, and the transition to operational status.
• A minimum of 8 years of Project Management experience leading enterprise software implementations.
• At least 5 years of experience managing SAP, ERP, financial systems, or digital transformation projects.
• Proven experience managing projects within State or Federal Government agencies.
• Demonstrated expertise in leading large, cross-functional implementation teams.
• Experience in managing vendors, system integrators, and a variety of stakeholder groups.
• Familiarity with Agile, Waterfall, or hybrid project delivery methodologies.
• Strong grasp of the Software Development Life Cycle (SDLC), project governance, risk management, budgeting, and change management.
• Exceptional written and verbal communication skills with experience in executive-level presentations.
• Bachelor’s Degree in Business Administration, Information Systems, Computer Science, Finance, Accounting, or a related discipline.
• Preferred: experience in leading SAP S/4HANA, SAP ECC, or other enterprise ERP implementations.
• Preferred: experience in supporting public sector financial systems, procurement, grants, purchasing, accounts payable, or enterprise financial management.
• Preferred: familiarity with AI-enabled business solutions, analytics platforms, fraud detection, or compliance monitoring.
• Preferred: experience with procurement card (P-Card) programs or purchasing card management.
• Preferred: experience in supporting State procurement modernization efforts.
• No certifications are required.
