This is a fully remote position, open to applicants in New Jersey.
• Open, assess, and interpret KMZ/KML files, shapefiles, GeoJSON, and PDF plan sets using tools such as Google Earth Pro, QGIS/ArcGIS, and Bluebeam.
• Verify routes, utilities, and environmental constraints while identifying and flagging conflicts (bridges, rail, waterways, protected areas).
• Generate preliminary takeoffs (LF by method, handholes/pedestals, crossings, bores, structure attachments) and draft/confirm bill of materials (BOM).
• Align routes with traffic control requirements and document assumptions and constraints.
• Convert routes into constructible sequences, outlining access, staging, spoil management, and restoration needs.
• Validate takeoffs through spot field checks while coordinating with utility locators and following 811 procedures.
• Assist in preparing permit packs (traffic control sheets, crossings, bore profiles), and materials for pre-construction meetings.
• Provide redline updates based on field input and maintain revision control throughout the award and Notice to Proceed (NTP) phases.
• Keep trackers updated (bids, addenda, RFIs, risks, quotes, deliverables).
• Facilitate the transition to operations by providing route files, takeoffs, assumptions, and risk items.
• Contribute to the establishment of standards, including symbology, naming conventions, estimate templates, and RFP boilerplates.
• Read and interpret RFP/RFQ documents, addenda, exhibits, and pricing forms; develop a compliance matrix and submission checklist.
• Lead the tracking of RFIs/Q&As, clarifying scope gaps, locates, QC/testing, restoration, and as-built deliverables.
• Coordinate internal pricing (labor, equipment, materials), vendor quotes, and subcontract scopes; normalize quotes and document inclusions/exclusions.
• Prepare comprehensive response packages, including technical approaches, construction means/methods, schedules, staffing, risk registers, safety/QA, and commercial forms (NDA/MSA/SOW/COI/W-9 as applicable).
• Draft bid assumptions, exceptions, and clarifications that safeguard margin and delivery timelines.
• Ensure timely and compliant submission (via digital portals or physical delivery) and archive artifacts for handoff.
• Minimum of 3 years in OSP/underground utilities construction estimating, design support, or field engineering.
• Proficient in KMZ/KML and at least one GIS/mapping platform (Google Earth Pro, QGIS, or ArcGIS), as well as Bluebeam Revu.
• Proven ability to read civil/utility plan sets, profiles, details, and traffic control drawings.
• Hands-on experience with HDD, trench/open-cut, aerial make-ready, restoration, and as-built requirements.
• Strong business writing and document control capabilities; comfortable managing compliance matrices and bid calendars.
• Intermediate Excel skills (including lookups and pivots) and experience with SharePoint/Smartsheet/Jira or similar tracking systems.
• Experience in responding to telecom/municipal/utility RFPs with complete technical and commercial packages.
• Takeoff experience for conduit, fiber, vaults, pedestals, crossings, and restoration quantities.
• Familiarity with permit processes (ROW, DOT, railroad), traffic control specifications, and inspection workflows.
• Knowledge of relevant safety and construction standards (e.g., trenching/shoring practices, make-ready basics).
• Basic CAD skills for viewing and markup (AutoCAD/BricsCAD or similar).
• Experience in vendor/subcontractor coordination and quote normalization.
