This is a fully remote position, open to applicants in Oregon.

📋 Description

• Continuously synthesize and analyze performance data.

• Execute moderate to complex analyses of key metrics and program data to identify trends, forecast outcomes, and establish targets.

• Spearhead the creation of dashboards for visual evaluation of metric performance and compliance with regulations.

• Design strategic reporting systems catering to staff, program managers, directors, and senior leadership.

• Offer strategic insights to leadership based on data findings and analysis.

• Identify prospects for cross-departmental or cross-regional initiatives, gather requirements, and devise solutions.

• Clearly present data and mentor analysts on effective data interpretation.

• Provide technical mentorship to junior analysts in Tableau, SQL, and statistical or evaluative methodologies.

• Review and give feedback on analytical outputs.

• Lead projects involving ISBI and both internal and external stakeholders.

• Coordinate the prioritization and distribution of analyst tasks with the supervisor or manager.

• Represent the Analytics & Evaluation teams in workgroups and steering committees.

• Act as a subject matter expert on clinical measures and essential data sets.

• Oversee QI technical support and data dissemination.

• Facilitate the onboarding and development of analysts through training, mentoring, and knowledge sharing.

• Develop, evaluate, and implement QI and reporting systems.

• Create or manage QI process documentation projects.

• Coordinate regulatory submissions and ensure they are completed on time.

• Function as the QI contact for OHA or CMS during regulatory meetings and for deliverables.

• Provide team leadership, which includes staffing input, recruitment, hiring, scheduling, coaching, and performance evaluations.

• Conduct work in alignment with CareOregon’s mission, vision, values, equity, diversity, inclusion, policies, and strategic objectives.


⛳️ Requirements

• At least 6 years of experience in quality improvement, population health, or a related field, with a minimum of 4 years of data analytics experience using Tableau and SQL; OR a bachelor’s degree in social science, science, or mathematics with at least 5 years of experience in quality improvement, population health, or a related field, including a minimum of 3 years of data analytics experience; OR a master’s degree in data analytics, public health, or health administration with a minimum of 3 years of experience in quality improvement, population health, or a related field, including at least 2 years of data analytics experience.

• Preferred experience in people and/or project leadership.

• Experience with SQL for Snowflake is preferred.

• Advanced understanding of program evaluation methodologies and analytical strategies within a payer managed care context, or advanced data visualization capabilities.

• In-depth knowledge of healthcare quality metrics, such as CCO incentive measures, Medicare Stars measures, and HEDIS or other measure sets.

• Comprehensive understanding of population health, quality of care concepts and methodologies, FQHCs, community health, and social determinants of health.

• Familiarity with health equity, inclusion, and diversity frameworks, along with their application in data analytics.

• Strong proficiency in Tableau for analysis or advanced expertise in Tableau for data visualization and dashboard training.

• Solid understanding of SQL.

• Advanced skill level in MS Outlook, Word, and PowerPoint.

• High proficiency in MS Excel for data analysis, along with experience in large administrative database reporting functions and/or relational databases.

• Strong grasp of technical tools for data analysis, visualization, and dashboard development.

• Ability to collect and analyze data, evaluate healthcare systems, and develop, implement, and assess Triple Aim improvement strategies.

• Capability to facilitate the integration of clinical QI models and methods into existing programs.

• Excellent interpersonal skills.

• Outstanding verbal, written, presentation, meeting facilitation, and report communication abilities.

• Proficiency in presenting statistical and technical data clearly using suitable visual aids.

• Ability to engage with and support external stakeholders, including providers and OHA staff.

• Competence to work independently, manage timelines and deliverables, and collaborate efficiently.

• Leadership potential and a foundational understanding of managerial concepts including work planning, training, delegating, coaching, mentoring, and evaluation.

• Ability to lead initiatives and project teams.

• Skill in identifying solutions, fostering consensus, and motivating staff towards achieving results.

• Ability to work effectively with diverse individuals and groups.

• Capability to see, read, and perform repetitive finger and wrist movements for at least 6 hours each day.

• Ability to hear and communicate clearly for at least 3–6 hours each day.
