This is a fully remote position, open to applicants in Brazil.
• Daily oversight of procurement portals (Comprasnet, BLL, and state/municipal platforms);
• Analyze tender announcements and confirm qualification criteria and capacity to fulfill requirements;
• Develop commercial proposals for bidding participation;
• Compile and organize all necessary qualification documentation;
• Register and monitor participation in bidding platforms;
• Engage in electronic auctions (pregões eletrônicos);
• Provide supplementary documentation upon request;
• Supervise all phases of the bidding process;
• Prepare clarifications, formal objections/challenges, and administrative appeals;
• Rigorously adhere to legal and internal deadlines;
• Proactively identify and report risks, obstacles, and non-conformities;
• Collaborate with commercial and technical teams as needed;
• Manage contracts (renewals, price adjustments, minutes/records, etc.);
• Oversee the client journey from initial prospecting to contract conclusion, covering procurement, administrative, and legal aspects;
• Achieve set targets and deadlines.
• Bachelor's degree with diploma/certificate (Law, Business Administration, Accounting, Project Management, or related fields);
• In-depth knowledge of public procurement laws (Laws No. 14.133, 8.666, 13.303, and associated regulations);
• Experience in preparing administrative processes (clarifications, objections/challenges, and appeals);
• Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, and email);
• Familiarity with document management systems;
• Experience in participating in procurement/bidding processes;
• Capable of analyzing tender notices, evaluating compliance requirements, and drafting proposals;
• Proficient in searching, navigating, and utilizing procurement portals;
• Strong organizational abilities, attention to detail, and compliance with deadlines;
• Effective communication and teamwork skills;
• High level of responsibility and commitment.
