Proposal Solutions Architect – DHA

This is a fully remote position, open to applicants in Florida, +3 more states.

📋 Description

• Direct the creation of technical and management proposal materials that support DHA, VA, and various federal healthcare initiatives.

• Formulate technical strategies, management and staffing plans, executive summaries, and past performance narratives that align with mission objectives.

• Collaborate with Business Development and Capture teams to craft customer-focused solutions that resonate with DHA's operational priorities.

• Conduct structured interviews with subject matter experts in engineering, clinical IT, security, and operations to collect and confirm proposal content.

• Convert intricate technical architectures, cloud environments, DevSecOps frameworks, interoperability models, and health data platforms into narratives that are accessible for evaluators.

• Assess solicitations and DHA requirements to inform opportunity shaping, technical strategy formulation, and mission-oriented winning themes.

• Work closely with proposal managers, volume leads, and graphic designers to guarantee that technical content is both visually appealing and operationally pertinent.

• Engage in proposal kickoffs, color team assessments, and status discussions to support organized proposal execution within federal timelines.

• Aid in proposal development activities throughout all phases to ensure submissions are compliant, compelling, and timely.

• Contribute to a variety of projects and initiatives as assigned, showcasing flexibility and a cooperative attitude.

⛳️ Requirements

• A Bachelor’s degree in Computer Science, Engineering, Management Information Systems, Business, or a related technical field.

• Over 10 years of experience in IT, systems engineering, software development, infrastructure, or enterprise technology settings.

• More than 5 years of experience in federal proposal development and technical solution efforts.

• Strong capability to interpret technical concepts into evaluator-ready narratives tailored for federal healthcare and defense clients.

• Familiarity with contemporary IT infrastructure, cloud environments, Agile methodologies, and DevSecOps delivery frameworks.

• Knowledge of enterprise healthcare IT ecosystems and interoperability principles.

• Experience in collaborating on technical graphics such as architectures, workflows, and data flow diagrams.

• Exceptional written and verbal communication abilities with a keen eye for detail.

• Demonstrated skills in collaboration and relationship-building within cross-functional capture and proposal teams.

• Understanding of Shipley-based capture and proposal methodologies.

• Experience in supporting Agile and SAFe software delivery environments.

• Prior involvement with DHA, VA, or other federal healthcare organizations.

• Exposure to healthcare interoperability, cloud modernization, enterprise architecture, or longitudinal health record projects.

• Capability to obtain and maintain a government clearance.
