📋 Description

• Take ownership of HIPAA-compliant source-of-truth artifacts. Act as the responsible owner for various Excel-based artifacts that govern Medicare claims business rules, edits, code sets, and requirements.

• Ensure version control, change history, and documentation are maintained so they remain authoritative and ready for audits, managing all content in compliance with HIPAA and CMS data-handling protocols.

• Leverage extensive knowledge of Medicare claims. Serve as the subject matter expert for CMS Medicare Part A (institutional, hospice, home health) and Part B (professional, outpatient, DME) claims processing, including the editing of claims, utilizing that expertise to assess the downstream effects of each proposed change.

• Internally validate changes. Review and confirm proposed updates to the spreadsheets before dissemination, ensuring they are accurate, consistent, and aligned with CMS policies and program requirements.

• Proactively identify discrepancies, edge cases, and ripple effects early in the process.

• Communicate changes to external parties. Be accountable for sharing validated changes with external stakeholders, including CMS counterparts, in a clear, well-documented, and timely manner.

• Maintain a clear narrative regarding what has changed, the reasons behind it, and its implications.

• Bridge product and engineering teams. Collaborate closely with the Product Manager to translate policy and program needs into precise requirements, and work directly with Engineering leadership to ensure those requirements are clearly understood, technically feasible, and accurately implemented.

• Highlight trade-offs and risks to facilitate informed decision-making.

• Ensure alignment among teams. Facilitate the flow of information across functions—reducing ambiguity, documenting decisions, and ensuring that policy, product, and engineering remain synchronized as work progresses.


⛳️ Requirements

• Proven subject matter expertise in CMS Medicare claims processing, with practical experience in Part A and/or Part B claims.

• Background as a Business Analyst, Product Owner, or in a closely related role within a federal program or regulated healthcare setting.

• Strong proficiency in Excel for managing complex, structured data formulas, validation, change tracking, and maintaining organized and reliable large workbooks.

• A solid understanding of HIPAA and the handling of PHI/PII, with a proven history of managing sensitive data with appropriate care.

• Exceptional written and verbal communication skills, capable of translating detailed technical or policy information for various audiences—from engineers to senior CMS stakeholders.

• Keen attention to detail, complemented by the ability to discern which details are most critical.

• Comfortable collaborating across functions and serving as a reliable point of coordination between product, engineering, and clients.

• Ability to secure and maintain a CMS Public Trust clearance.
