Project Management Services – Coastal Project Consultancy

This is a fully remote position, open to applicants in Belize.

πŸ“‹ Description

β€’ Provide assistance in comprehensive project management, coordination, and fiduciary oversight to guarantee the timely, cost-effective, and high-quality delivery of all project outputs and outcomes.

β€’ Oversee the daily operations of the project, ensuring effective coordination among all executing and partner organizations.

β€’ Aid in the development, execution, and monitoring of annual work plans and budgets aligned with the approved project document and disbursement schedule.

β€’ Ensure project activities are executed on time, within budget, and according to the defined technical standards.

β€’ Assist with all financial management responsibilities, strictly adhering to PACT's Regulatory Framework and AF Operational Policies.

β€’ Track project progress in relation to the Results Framework, including core AF indicators and gender-disaggregated targets.

β€’ Identify, monitor, and manage project risks as detailed in the Project Risk Management Table.


⛳️ Requirements

β€’ A bachelor’s degree in Climate Change Adaptation, Natural Resources Management, Environmental Science, Coastal Zone Management, International Development, or a related field.

β€’ At least five (5) years of experience in managing multi-stakeholder development projects, preferably in climate adaptation, environment, or natural resources sectors.

β€’ Experience with international donor-funded projects (e.g., Adaptation Fund, Green Climate Fund, GEF, World Bank, UNDP).

β€’ Proven experience in financial management, budget oversight, and procurement in alignment with international fiduciary standards.

β€’ Experience collaborating with government ministries, statutory bodies, NGOs, and community-based organizations in Belize or the Caribbean region is highly desirable.

β€’ Strong ability to coordinate among government/statutory agencies, and engage with a diverse range of stakeholders including coastal communities, indigenous groups (Garifuna, Maya), and the private sector.

β€’ Excellent written and verbal communication skills in English, with the capability to prepare high-quality technical and financial reports for PACT.

β€’ Familiarity with coastal zone management, ecosystem-based adaptation, early warning systems, GIS, saline intrusion monitoring, and climate-resilient housing policies.

β€’ Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project), financial management software, and virtual meeting platforms.

β€’ Ability to communicate in Spanish would be an asset.


🏝️ Benefits

β€’ Frequent travel to project sites (coastal communities, especially Dangriga, as well as other districts) and regular travel to PACT’s office for fiduciary meetings will be required.
