This is a fully remote position, open to applicants in United States.
• Define and articulate the product vision, strategy, and roadmaps in line with CMS modernization priorities.
• Collaborate with government stakeholders to convert intricate business and regulatory requirements into tangible product outcomes.
• Prioritize features and functionalities based on mission significance, customer value, technical viability, and delivery schedules.
• Guide product decisions by leveraging qualitative user feedback, operational metrics, and data insights.
• Lead cross-functional Agile teams through product planning, backlog refinement, sprint planning, and release processes.
• Create and maintain comprehensive epics, user stories, and acceptance criteria.
• Work closely with engineering, architecture, UX, QA, and data teams throughout the software development lifecycle.
• Assist with SAFe planning activities, including Program Increment (PI) Planning and roadmap synchronization.
• Collaborate with engineering and data teams to outline requirements for data-intensive applications, reporting capabilities, APIs, and system integrations.
• Contribute to modernizing legacy workflows with scalable, cloud-native product solutions.
• Ensure that product decisions uphold data quality, interoperability, security, and long-term maintainability.
• Utilize analytics and performance metrics to gauge product success and uncover continuous improvement opportunities.
• Establish trusted relationships with Product Owners, government leadership, technical teams, and external stakeholders.
• Present product strategy, roadmap updates, delivery progress, and key metrics to both technical and non-technical audiences.
• Identify risks, dependencies, and tradeoffs early while proactively conveying mitigation strategies.
• Encourage collaboration across various delivery teams to guarantee alignment and successful execution.
• Spot opportunities to incorporate AI, automation, and emerging technologies to enhance user experience and operational efficiency.
• Advocate for continuous improvement through experimentation, feedback, and iterative product delivery.
• Promote modern digital service practices that enhance customer outcomes and delivery effectiveness.
• Capability to obtain and maintain a Public Trust designation (current or recent clearance is preferred).
• Bachelor's degree in Computer Science, Information Systems, Business, Engineering, or a related field.
• Over 5 years of experience as a Technical Product Manager or Product Manager managing Agile software development teams.
• Experience in delivering enterprise software products that support complex business processes and large datasets.
• Background in application modernization initiatives within federal or highly regulated environments.
• Strong knowledge of Agile methodologies, product management best practices, and iterative software delivery.
• Experience in managing product backlogs, roadmaps, and delivery using Jira and Confluence.
• Agile Product Management certification such as PSPO, CSPO, POPM, or equivalent is preferred.
• Experience working collaboratively with software engineers, solution architects, UX designers, business analysts, and data engineers.
• Strong understanding of APIs, systems integrations, cloud-based applications, and data-driven product development.
• Ability to analyze both qualitative and quantitative data to inform prioritization and product decisions.
• Exceptional communication, facilitation, and stakeholder management skills.
• Demonstrated ability to identify risks, manage competing priorities, and foster alignment across cross-functional teams.
