This is a fully remote position, open to applicants in Alabama, +30 more states.
• Cultivate and strengthen Nava’s relationships with current cooperative purchasing vehicles, state-specific procurement mechanisms, and schedule contract holders.
• Engage in consistent outreach and communication with vehicle administrators and state procurement officials to maintain Nava's status as a compliant, active, and preferred vendor on existing vehicles.
• Oversee utilization rates and activities on current vehicles; pinpoint underperforming vehicles and devise strategies to boost engagement or revive inactive relationships.
• Monitor contract vehicle renewal schedules, compliance mandates, and reporting responsibilities; collaborate with internal stakeholders to ensure proactive compliance with all vehicle-level requirements.
• Act as Nava’s primary relationship manager with vehicle administrators, cooperative purchasing organizations, and state procurement entities.
• Identify procurement vehicles, cooperative agreements, and acquisition pathways in priority states where Nava currently lacks coverage or where gaps pose a competitive disadvantage.
• Create and implement a roadmap for establishing new vehicles, focusing on new cooperative agreements, schedule contracts, and state-specific vehicles that provide access in key target states prior to pursuit needs.
• Direct the application, onboarding, and activation process for new vehicles; work in conjunction with Legal, Finance, and Contracts to ensure compliance and timely execution.
• Develop and maintain an updated vehicle map that tracks which vehicles Nava is associated with, which are actively utilized, and which present untapped entry points by territory.
• Spearhead the initial operationalization of Nava’s NASPO ValuePoint agreement, including identifying the additional infrastructure, processes, and marketing initiatives needed to support NASPO at scale.
• Formulate a NASPO-specific go-to-market strategy that identifies target states, outreach approaches, and activation milestones for the first 6–12 months.
• Collaborate with the GTM and Communications teams to create NASPO-specific marketing and nurturing materials that enhance state awareness and confidence in purchasing through the vehicle.
• Monitor NASPO pipeline activities and utilization; report on vehicle performance and provide recommendations for enhancing activation and revenue contributions.
• Offer territory-specific acquisition pathway recommendations integrated directly into Capture Engineer territory capture plans, addressing “how does this state buy services like ours” before advancing relationship discussions.
• Conduct competitive vehicle analysis: pinpoint where competitors are positioned on cooperative vehicles that could inhibit Nava from procurements, and devise strategies to proactively close those gaps.
• Advise Capture Managers on active pursuits where vehicle selection is a competitive factor.
• Investigate and analyze state-specific procurement authority, sole-source pathways, emergency procurement options, and cooperative vehicle eligibility to ensure Nava has a valid acquisition route for every priority opportunity.
• Maintain a comprehensive overview of cooperative purchasing organizations (NASPO, NCPA, SEWP, state-specific cooperatives) and provide insights on Nava’s positioning relative to each.
• Experience: 4–5 years in procurement, contracts, business development, or government acquisition roles, with proven experience navigating public sector procurement mechanisms.
• Procurement vehicle expertise: Solid understanding of cooperative purchasing vehicles (NASPO ValuePoint, NCPA, SEWP, or state-specific equivalents), schedule contracts, and state procurement authority frameworks.
• Government market fluency: Knowledge of how state and local governments procure technology services, including procurement cycles, sole-source pathways, cooperative vehicle eligibility, and the limitations of B2G acquisition.
• Strategic and pre-competitive orientation: Experience in advising on procurement strategies before formal solicitations open, rather than merely responding to RFPs once they are released.
• Cross-functional collaboration: Demonstrated ability to work collaboratively across business development, legal, finance, and contracts to operationalize vehicles and support active pursuit strategies.
• Analytical rigor: Proficient in landscape monitoring, competitive vehicle positioning, and generating structured analyses that inform actionable decisions.
• Execution and follow-through: Proven track record of guiding vehicle establishment from identification through activation, rather than simply advising from a distance.
