This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Deliver services and support as a Process Safety Engineer within the Independent Engineering (IE) Advisory Services, aligned with Technical Due Diligence & Engineering Validation for the Downstream Oil & Gas / Midstream / Pipelines Functional Area in the Energy Sector, focusing on RM | Risk Management Solutions for clients like the U.S. Department of Energy (DOE) and the DOE Energy Dominance Financing (EDF) Program.
• Primarily based in CONUS, specifically in Washington, DC, with nationwide remote project support across the United States; Independent Engineering Advisory Services are generally performed remotely and at project sites nationwide, with remote work expected within the USA, alongside on-site meetings.
• Assess project documentation, analyze technical and commercial interfaces, identify risks and mitigation strategies, validate assumptions, support conditions precedent, and conduct disbursement readiness reviews where necessary, while preparing defensible work products such as PSM audits, HAZOP/LOPA inputs, safeguards registers, relief review evidence, and action closure tracking.
• Collaborate with stakeholders from engineering, finance, legal, construction, operations, environmental, HSE, and project controls to facilitate timely decision-making for lenders and the DOE.
• Over 10 years of relevant experience in engineering, construction, operations, compliance, risk management, finance, or energy infrastructure advisory; proven track record in oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
• Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical discipline.
• Preferred credentials include PE, PMP, CSP, API, NACE/AMPP, PMI, or other discipline-specific qualifications where applicable.
• Skills primarily focused on Engineering Services initiatives aligned with Program Support activities in Technical Due Diligence & Engineering Validation for the Downstream Oil & Gas / Midstream / Pipelines Functional Area.
• Experience in independent engineering review; familiarity with U.S. Department of Energy (DOE) Loan Programs Office (LPO) documentation standards; technical due diligence; risk assessment; process safety management; safeguards; relief systems; hazard studies; risk reduction; data room review; information request tracking; report writing; Excel-based analysis; stakeholder coordination; and effectively presenting findings for credit, construction, monitoring, and certification decisions.
