Principal Specialist, International Procurement

This is a fully remote position, open to applicants in Arizona.

📋 Description

• Ensure that all material and service requirements are accurately and thoroughly communicated to suppliers.

• Carry out export/import responsibilities, including teleconferences, meetings, documentation, and reporting.

• Evaluate supplier quotes and proposals through detailed cost and price analysis.

• Negotiate prices, terms, and conditions effectively.

• Issue Letter subcontracts and purchase orders while managing contract change processes in EPAD.

• Oversee and report on supplier performance regarding cost, quality, schedule, and material sales.

• Prepare and send requests for proposals that meet technical, quality, delivery, and FAR requirements.

• Manage desk metrics and contribute to improvements in processes, systems, and products.

• Handle a high-volume procurement desk while achieving accuracy and performance metrics.

• Issue Firm Fixed Price, Letter Subcontracts, and cost-type purchase orders in compliance with FAR/DFARS.

• Actively manage suppliers, track delivery statuses, and apply oversight and recovery strategies.

• Present root causes and corrective actions to leadership based on performance metrics and supplier challenges.

• Develop negotiation strategies and lead formal negotiation sessions.

• Collaborate with Program, Operations, Quality, Engineering, Program Management, and other functional teams.

• Travel may be required up to 25% of the time.

⛳️ Requirements

• A university degree or equivalent experience along with a minimum of 5 years of relevant experience, or an advanced degree in a related field with at least 3 years of experience.

• Prior experience in procurement is essential.

• Capability to obtain and maintain a U.S. security clearance.

• U.S. citizenship is mandatory as only U.S. citizens are eligible for security clearance.

• Experience with cross-functional teams, integrated product teams, project management, or program management is preferred.

• A Master’s degree in supply chain, business, engineering, or a related discipline is preferred.

• Familiarity with Federal Acquisition Regulations (FAR/DFARS) or heavily regulated industries is required.

• Experience with Cost Plus and Firm Fixed Price contracts.

• Proficient in cost/pricing data analysis for proposal compliance under FAR 15.4 and for competitive procurement execution.

• Ability to comprehend technical requirements for procured hardware and services, including SOW reviews.

• Knowledge of ITAR is beneficial.

• Understanding of import/export compliance requirements is needed.

• Experience in procuring complex assemblies for military applications is a plus.

• Skilled in negotiating terms and conditions.

• Ability to shift between strategic and tactical tasks effectively.

• Capacity to influence team decisions and outcomes.

• Experience with development procurement is advantageous.

• Experience in an SAP-based environment is preferred.

• Proven experience in implementing or executing supplier recovery initiatives.
