This is a fully remote position, open to applicants in United States.
• Define the strategic and tactical direction for systems and teams across contracts, centers, offices, or programs within Technology Delivery.
• Examine systemic challenges associated with the modernization of the State Medicaid Enterprise System.
• Conduct interviews with states and vendors regarding implementation issues and suggest system enhancements and other interventions.
• Provide guidance on Medicaid policy analysis tools and opportunities for process automation.
• Develop and sustain complex, scalable application and infrastructure systems.
• Manage components and services throughout development, deployment, monitoring, and production support.
• Deploy and oversee cloud systems utilizing CI/CD and infrastructure as code.
• Collaborate with APIs, databases, and data pipelines to facilitate system integration and data flow.
• Influence system design, drive architectural choices, document decisions, and create strategic diagrams.
• Enhance code quality, testing methodologies, development standards, DevOps practices, monitoring, and incident response.
• Mentor engineers, evaluate code and technical designs, and guide technical direction.
• Facilitate discussions with both internal and external stakeholders while fostering cross-team connections.
• Identify risks, conflicts, skills shortages, information deficiencies, and staffing requirements; suggest and implement solutions.
• Offer advice on government regulations and policies, including accessibility, PRA, FOIA, acquisition guidelines, and security compliance.
• Represent A1M and its teams to clients, even in challenging circumstances.
• Spot contract growth opportunities and assist in building teaming connections, white papers, proposals, conferences, blogs, or social media presence.
• Collaborate with the Practice Director on career development, hiring practices, professional growth, delivery quality, mentoring, and fostering a remote practice culture.
• A minimum of 12 years of relevant professional experience.
• Proficient in writing high-quality, reusable code.
• Advanced expertise in contemporary software development languages and systems.
• Skilled in creating secure, compliant software while minimizing vulnerability risks.
• Expertise in one or more related specializations, such as data engineering, DevOps, or accessibility.
• Capable of operating independently in ambiguous settings and shaping strategic direction beyond a single project.
• Able to clearly communicate technical outcomes to a diverse range of stakeholders, including those who are politically or strategically sensitive.
• Experience with legacy system integration or operation.
• Familiarity with large-scale applications and systems.
• Background in government consulting engagements.
• Experience in ethically and thoughtfully integrating AI into engineering projects.
• Proven track record of mentoring across various levels and disciplines, contributing to organizational growth.
• Confidence in assessing technical candidates and making hiring recommendations.
• Ability to evaluate technical delivery quality and detect early signs of inadequate performance.
• Experience in business development activities, including proposals or white papers.
• Must be located in the United States, including the 50 states, the District of Columbia, or U.S. territories.
• Must have been a U.S. resident for 3 of the last 5 years.
• Cannot reside in New York State.
• Must possess legal authorization to work in the U.S. without the need for ongoing visa sponsorship.
• Must be a permanent U.S. resident.
• Must pass a Public Trust background check, including SF85 or SF85P as applicable, and fingerprinting.
• Willingness to collaborate with partners primarily in Eastern Standard Time.
• Active engagement in client virtual meetings, including being on camera.
• Preferred: experience in social-impact product teams or civic technology.
• Preferred: experience working with distributed cross-functional teams.
• Preferred: background in government health and human services programs.
• Preferred: knowledge of Medicaid, CHIP, Medicaid Enterprise System, Medicare, ACA, or MACRA.
• Preferred: familiarity with SAFe and agile methodologies.
• Preferred: experience in resource management.
• Preferred: capability to manage data resources alongside technical roles and product managers.
