PRA Project Manager

This is a fully remote position, open to applicants in Maryland.

📋 Description

• Lead the implementation and management of Paperwork Reduction Act (PRA) initiatives to support the HHS Office of Information Security (OIS) information collection obligations.

• Oversee the intake, coordination, and progress tracking of Information Collection Requests (ICRs) and relevant documentation.

• Supervise the creation, evaluation, and consolidation of PRA documents, including Federal Register Notices (FRNs), supporting statements, and burden documentation.

• Facilitate the submission and response processes for PRA with both internal stakeholders and external organizations, such as the Office of Management and Budget (OMB) and the Office of Information and Regulatory Affairs (OIRA), under government direction.

• Monitor PRA milestones, legal deadlines, and review processes to guarantee timely submission, approval, and renewal of information collections.

• Maintain PRA templates, standard operating procedures, and necessary documentation to ensure consistency and compliance.

• Act as the primary coordination lead for regulatory processes associated with PRA.

• Enhance collaboration across program offices, legal, policy, and executive stakeholders to assist in the development and submission of PRA packages.

• Manage the complete PRA workflow processes, ensuring conformity with federal requirements and internal governance protocols.

• Coordinate responses to comments, revisions, and feedback cycles from OMB/OIRA.

• Ensure prompt routing, review, and approval of PRA documents among stakeholders.

• Provide structured reporting and transparency regarding PRA activities and pipeline status.

• Develop and sustain PRA intake trackers, pipeline dashboards, and tools for milestone tracking.

• Prepare monthly and quarterly status reports, performance metrics, and executive briefings concerning PRA activities.

• Monitor workload, submission statuses, and approval timelines to facilitate proactive management of PRA deliverables.

• Ensure the accuracy, consistency, and traceability of all PRA-related reporting documents.

• Ensure that PRA activities are conducted in a compliant, timely, and auditable fashion.

• Oversee compliance with the Paperwork Reduction Act and related federal regulatory requirements.

• Identify, monitor, and escalate risks, issues, and delays associated with PRA submissions and approvals.

• Assist in developing mitigation strategies to address risks affecting timelines, approvals, or regulatory compliance.

• Maintain documentation and artifacts necessary for audit readiness and regulatory review.

• Serve as a vital liaison among internal and external stakeholders engaged in PRA activities.

• Facilitate PRA working groups, coordination meetings, and stakeholder engagements.

• Prepare executive briefings, talking points, and decision-support materials related to PRA activities.

• Maintain effective communication channels across program offices and regulatory stakeholders.

• Ensure timely follow-up on action items, deliverables, and inputs from stakeholders.

• Improve PRA processes to enhance efficiency and decrease administrative burden.

• Identify opportunities to optimize PRA workflows, templates, and submission processes.

• Support the development and refinement of PRA standard operating procedures and tools.

• Suggest improvements to minimize delays, enhance coordination, and improve submission quality.

• Contribute to continuous improvement efforts that promote efficient and compliant execution of PRA activities.


⛳️ Requirements

• Bachelor’s degree in Business, Public Administration, Information Management, or a related field.

• U.S. Citizenship with the capability to acquire and uphold a Public Trust security clearance.

• Over 8 years of experience in supporting federal programs, including a minimum of 3-5 years in a project management or leadership position.

• Experience in supporting Paperwork Reduction Act (PRA) activities, regulatory submissions, or federal information collection processes.

• Familiarity with OMB/OIRA processes, Federal Register Notices, and the lifecycle management of ICRs.

• Proven experience in managing complex workflows, meeting deadlines, and coordinating multiple stakeholders.

• Excellent organizational, analytical, and communication skills.

• PMP certification or an equivalent project management certification (Preferred).

• Experience with HHS, OIS, or similar federal organizations (Preferred).

• Background in coordinating or developing PRA packages and regulatory documentation (Preferred).

• Familiarity with federal policy, governance, or compliance environments (Preferred).

• Experience in developing dashboards, trackers, or reporting tools (Power BI, SharePoint, Excel) (Preferred).
