This is a fully remote position, open to applicants in Virginia.
• Lead the planning, execution, and successful delivery of intricate IT projects and multi-project programs throughout the enterprise.
• Act as the main point of contact for program delivery, performance, and reporting.
• Develop and uphold PMO governance frameworks, policies, processes, and performance metrics.
• Oversee portfolios for enterprise modernization and ensure alignment with the organizational strategy and mission objectives.
• Provide strategic direction to executive leadership, including stakeholders such as the CIO and CTO.
• Ensure compliance with federal governance and regulatory requirements, including OMB A-11, OMB A-123, and FITARA.
• Create and enforce project management standards, methodologies, and best practices across the PMO.
• Manage program budgets, resource allocation, schedules, and financial oversight.
• Identify, evaluate, and mitigate program and project risks while ensuring the continuity of delivery.
• Coordinate cross-functional teams and integrate efforts across various business units and technical teams.
• Conduct assessments of systems and programs, recommending operational and technical enhancements.
• Develop and maintain program documentation, including project plans, governance artifacts, and performance reports.
• Implement performance tracking, reporting dashboards, and executive-level briefings.
• Ensure adherence to security, regulatory, and organizational standards.
• Drive continuous improvement initiatives to advance PMO maturity and operational effectiveness.
• Monitor industry trends and emerging project management tools, frameworks, and methodologies.
• Represent the PMO in strategic planning sessions, executive decision-making, and governance boards.
• Mentor and guide project managers and PMO staff, promoting professional development and the adoption of best practices.
• Bachelor’s or Master’s degree in Business Administration, Information Technology, or a related field.
• 7–12 years of experience in IT project management, program management, or PMO leadership.
• Proven experience managing enterprise-level programs or modernization portfolios.
• Advanced knowledge of project management methodologies, including Agile, Scrum, and Waterfall.
• Proficiency in using project management and collaboration tools such as Microsoft Project, Azure DevOps, JIRA, and Trello.
• Strong leadership, organizational, and team mentoring abilities.
• Experience with program budgeting, financial management, and resource planning.
• Familiarity with federal IT governance frameworks and compliance standards.
• PMP (Project Management Professional) certification is preferred.
• Strong analytical, problem-solving, and critical thinking skills.
• Excellent written and verbal communication skills, with the capability to brief executive leadership.
• Demonstrated ability to manage multiple priorities and complex stakeholder environments.
• Understanding of enterprise IT systems, modernization initiatives, and digital transformation efforts.
