This is a fully remote position, open to applicants in United States.
• Oversee the planning, execution, and completion of intricate IT projects and multi-project programs throughout the organization.
• Act as the main liaison for program delivery, performance, and reporting.
• Create and uphold PMO governance frameworks, policies, processes, and performance metrics.
• Supervise enterprise modernization portfolios to ensure they align with the organization's strategic goals and mission objectives.
• Provide strategic insight and guidance to senior leadership, including CIO and CTO stakeholders.
• Ensure compliance with federal governance and regulatory requirements, such as OMB A-11, OMB A-123, and FITARA.
• Establish and uphold project management standards, methodologies, and best practices throughout the PMO.
• Manage program budgets, allocate resources, oversee schedules, and maintain financial oversight.
• Identify, evaluate, and mitigate program and project risks while ensuring uninterrupted delivery.
• Coordinate cross-functional teams and integrate efforts across various business units and technical teams.
• Conduct assessments of systems and programs, recommending operational and technical enhancements.
• Develop and maintain program documentation, including project plans, governance artifacts, and performance reports.
• Implement performance tracking, reporting dashboards, and executive-level briefings.
• Ensure adherence to security, regulatory, and organizational standards.
• Promote continuous improvement initiatives to boost PMO maturity and operational efficiency.
• Keep abreast of industry trends and emerging project management tools, frameworks, and methodologies.
• Represent the PMO in strategic planning meetings, executive decision-making processes, and governance boards.
• Mentor and lead project managers and PMO staff, encouraging professional growth and the adoption of best practices.
• Bachelor’s or Master’s degree in Business Administration, Information Technology, or a related discipline.
• 7–12 years of experience in IT project management, program management, or PMO leadership roles.
• Proven experience managing enterprise-level programs or modernization portfolios.
• Advanced understanding of project management methodologies, including Agile, Scrum, and Waterfall.
• Proficient in using project management and collaboration tools like Microsoft Project, Azure DevOps, JIRA, and Trello.
• Strong leadership skills along with organizational and team mentoring abilities.
• Experience in program budgeting, financial oversight, and resource planning.
• Familiarity with federal IT governance frameworks and compliance standards.
• PMP (Project Management Professional) certification is preferred.
• Excellent analytical, problem-solving, and critical thinking abilities.
• Exceptional written and verbal communication skills, with the capability to present to executive leadership.
• Demonstrated ability to manage multiple priorities and complex stakeholder environments.
• Knowledge of enterprise IT systems, modernization initiatives, and digital transformation projects.
