This is a fully remote position, open to applicants in South Africa, +3 more states.
• Perform in-depth quantitative analysis on macroeconomic trends and public finance matters.
• Create policy-oriented briefs and presentations that simplify complex data into actionable recommendations for senior government officials.
• Direct the design of Public Financial Management (PFM) reforms throughout the budget cycle, encompassing MTEFs, expenditure chains, revenue generation, DRM, fiscal-space analysis, fiscal decentralization, innovative financing, budget tagging, and open budget/transparency initiatives.
• Provide counsel and collaborate with senior government officials and key donor representatives, including the World Bank, AfDB, and EU.
• Recognize business development prospects and lead the development of competitive technical and financial proposals.
• Collaborate in the design of technical assistance programs with global partners.
• Create and facilitate advanced training sessions for government and donor personnel on budgeting, fiscal transparency, and expenditure management.
• Contribute to the development of the PFM service line structure, team, and project pipeline.
• Oversee complex workstreams and manage small, high-performing teams.
• Transform complex financial data into engaging narratives for ministers, multilateral donors, and private foundations.
• At least 5 years of professional experience in Public Finance Management or Development Economics.
• Experience working with international organizations or in public-sector consulting involving ministries of finance.
• Comprehensive understanding of macroeconomic forecasts, the political economy of reforms, PEFA/PIMA/TADAT diagnostics, and government treasury systems.
• Proven track record of collaborating with African governments, consulting firms, or significant regional donor organizations.
• Capability to clearly articulate complex fiscal concepts to non-experts.
• A Master’s degree or higher in Economics, Development Economics, Public Finance, or a related field.
• Professional proficiency in both written and spoken English is essential.
• Strong skills in analytical writing, communication, negotiation, and presentation.
• Ability to design and conduct training or mentoring for government officials or technical staff.
• Advanced skills in quantitative and qualitative research.
• Proficiency in statistical and econometric software such as Stata, EViews, or R.
• Experience in developing and utilizing economic models.
