This is a fully remote position, open to applicants in Iraq.
• Provide guidance to senior officials.
• Support USMILGP-Iraq in overseeing and executing advisory activities at the ministerial level.
• Create engagement strategies for ministries that enhance institutional effectiveness and foster long-term capability development.
• Promote timely decision-making and information-sharing through careful observation, analysis, and reporting.
• Foster and maintain professional relationships with senior officials in ministries and other governmental bodies.
• Build trusted relationships through regular direct interactions with ministry leadership.
• Aid in the creation, implementation, and supervision of policies and procedures aimed at improving organizational and individual performance.
• Promote civil-military integration and democratic governance practices within defense institutions.
• Offer advice, reports, briefings, and recommendations on the integration of military and civilian components within ministry headquarters, as well as enhancing coordination among directorates, departments, and agencies.
• Organize and oversee operational and administrative planning.
• Active Scope Secret clearance is required.
• Must be a U.S. Citizen.
• Bachelor's degree in a relevant field.
• Proficient in Arabic and possess full professional fluency in English (Listening, Speaking, Reading, and Writing).
• Proficient in Kurdish and possess full professional fluency in English (Listening, Speaking, Reading, and Writing).
• Comprehensive understanding of the organizational structure and operations of the Iraqi Ministry of Defense.
• Prior strategic-level experience with U.S. forces in Iraq since 2011, either as a civilian contractor or a member of the uniformed service.
• Extensive knowledge and experience in civil-military relations, democratic governance, and the development of defense institutions.
• Excellent written and verbal communication skills.
• Proficient in Microsoft Office applications.
• Work is conducted in a mix of office and outdoor settings.
• Outdoor duties may involve working in extreme heat, as well as hot, dry, and dusty conditions.
• Normal working hours are Monday through Friday, 0800-1600; however, contractor personnel will be available outside of these hours to address both urgent issues and crises.
• Contractor personnel are expected to respond to urgent issues as quickly as possible, no later than within 2 hours at any on-installation location, 24/7.
• Services provided under this contract are crucial during crises. According to Department of Defense Instruction (DODI) 1100.22 regarding workforce mix policies, the Contractor must be available to perform duties during crises up to 24 hours a day, including during off-duty and holiday periods.
• All special or cultural events must receive written approval from the relevant commander or designated representative and be coordinated through the COR or designated representative.
• Work performance is mandatory during U.S. Federal and Host Nation holidays.
