This is a fully remote position, open to applicants in Missouri.
• Lead the formulation and implementation of the comprehensive Organizational Change Management strategy for MMIS modernization projects.
• Ensure that OCM activities are aligned with project governance, PMO standards, and SDLC processes.
• Act as the primary consultant to State leadership regarding change readiness, adoption risks, and strategies for mitigation.
• Conduct analyses of stakeholders and devise engagement strategies across various State agencies and divisions.
• Create and execute communication plans, messaging frameworks, and outreach initiatives.
• Oversee organizational readiness evaluations and establish action plans to bridge identified gaps.
• Formulate and implement metrics for adoption, feedback mechanisms, and tools for performance tracking.
• Perform Change Impact Analyses (CIA) to evaluate effects on personnel, processes, and technology.
• Develop and implement strategies to manage resistance.
• Assist in creating organizational design recommendations that align with future operational states.
• Create and maintain essential OCM deliverables, such as: OCM Plan, Stakeholder Analysis, Communication Plan & Assets, Training Plan & Materials, Readiness Assessments, Adoption Metrics & Dashboards, Transition & Sustainment Plans.
• Collaborate with PMO leadership to weave OCM into project plans, status updates, and governance frameworks.
• A minimum of 5 years of experience in leading organizational change management initiatives, ideally in large-scale IT or system modernization projects.
• Demonstrated experience in developing and executing OCM strategies within complex, multi-stakeholder contexts.
• Familiarity with state government, Medicaid, MMIS, or healthcare systems.
• Strong understanding of change management methodologies (e.g., Prosci, ACMP).
• Competency in stakeholder engagement and communication planning.
• Knowledge of organizational readiness and adoption measurement techniques.
• Proven capability to operate within PMO frameworks and extensive program governance structures.
• Exceptional communication, facilitation, and executive stakeholder management abilities.
