đź“‹ Description

• Oversee and direct the daily operations of the migration enablement team, offering technical guidance, prioritizing workloads, and monitoring performance across all active enablement workstreams.

• Manage the thorough technical assessment of pre-registered applications, ensuring each application's compatibility and readiness is evaluated, and that triage results—including current identity state, gap analyses, risk registers, and enablement pathway determinations—are accurately documented in the Enablement Tracking Database.

• Create and execute enablement strategies customized to the specific technical needs of each application, which may include self-service and automated pathways for simpler applications and dedicated "white glove" professional services for complex, legacy, or mission-critical systems.

• Supervise the development of logical network connections between the ICAM technical stack and target applications, ensuring that 100% of user authentication requests are processed via Okta IdP and all user access management is conducted via SailPoint IGA in production settings.

• Lead the engineering, development, and implementation of custom tools, scripts, and middleware solutions to enable the integration of legacy applications that do not natively support modern identity protocols.

• Offer expert technical advice and architectural suggestions to Application Owners for redesigning access control modules to utilize Role-Based Access Control (RBAC) and Attribute-Based Access Control (ABAC).

• Assist Application Owners through the entire enablement lifecycle, which includes application registration, credential issuance, enrollment workflows, authentication and authorization configuration, and User Acceptance Testing (UAT).

• Oversee and track the enablement pipeline, monitoring application status through all phases (e.g., Registered, In Triage, In Progress, On Hold, UAT, Complete) and ensuring real-time updates are accurately maintained in the Enablement Tracking Database and Metrics Dashboard.

• Implement the Application Owner Escalation Matrix process, documenting all engagement efforts, escalating non-responsive application owners to the COR within established timelines, and shifting stalled applications to Government-Induced Hold (GIH) status as necessary.

• Adapt team composition and resource allocation dynamically based on current workload demands, application complexity, and required technical expertise to ensure enablement velocity and achieve program milestones.

• Collaborate with the Program Manager and Deputy Program Manager to deliver accurate and timely program status updates, identify risks, and propose issue resolution strategies.

• Ensure that all enablement activities strictly adhere to applicable DoD security standards, including CUI handling, OPSEC, DFARS 252.204-7012, and DoD cybersecurity certification requirements as outlined in DoDM 8140.03.

• Contribute to the Test Program by aiding in the development of the Master Test Plan and Software Test Plans, and by actively participating in UAT events, defect resolution, and Software Test Report preparation.

• Ensure that all integration solutions, connectors, APIs, and custom tools developed under the contract comply with DFARS data rights provisions and are properly documented and delivered to the Government.

• Preserve institutional knowledge within the team by implementing knowledge management practices that ensure the continuity of operations during personnel transitions and evolving program requirements.

• Assist in the development and continuous enhancement of enablement processes, playbooks, and standard operating procedures to promote efficiency and repeatability across the application portfolio.


⛳️ Requirements

• Bachelor's degree in Computer Science, Information Technology, Cybersecurity, Information Systems, or a related field from an accredited institution.

• Minimum of 7 years of experience in information technology, including at least 3 years in a technical lead or team lead role managing IT integration, migration, or identity management initiatives.

• At least 3 years of hands-on experience with Identity and Access Management (IAM) technologies, enterprise application integration, or related cybersecurity fields.

• Proven experience leading technical teams through complex, multi-phase IT integration or migration projects in a federal government context.

• Active Secret clearance, with the ability to meet requirements for CAC-card issuance and NIPRNet access, including completion of annual DoD CyberAwareness training and certification.

• Exceptional English communication skills—both written and verbal—with a demonstrated capability to convey technical concepts and program status effectively to both technical engineers and non-technical Government stakeholders and application owners.

• Proven technical leadership abilities with the capacity to direct, mentor, and manage cross-functional engineering teams in a dynamic, high-volume program environment.

• Practical experience with Identity Provider (IdP) technologies, particularly Okta, including SSO setup, MFA implementation, and application integration.

• Hands-on experience with Identity Governance and Administration (IGA) platforms, particularly SailPoint IdentityIQ (IIQ), specifically in automated provisioning and deprovisioning, entitlement management, and access certification campaigns.
