Mid-Term Evaluation Consultant

This is a fully remote position, open to applicants in India.

📋 Description

• Collaborate with the Climate Catalyst learning team to co-create the evaluation framework, which includes facilitating a working session that elucidates the reasoning behind methodological selections and conducting a brief internal learning session to enhance staff comprehension of designing and commissioning evaluations.

• Execute a ‘listening report’: organized qualitative engagement with program partners and stakeholders (including industry, financial institutions, civil society, researchers, and philanthropists) to gather insights on program relevance, effectiveness, and influence.

• Collect and synthesize qualitative and quantitative evidence of impact, encompassing contributions from individuals and organizations interacting with program outputs.

• Evaluate the effectiveness and value of network-building initiatives, specifically focusing on IGSN’s contribution to fostering ecosystem change. This may involve utilizing ecosystem mapping or network analysis to examine relationship-building and influence pathways.

• Create a documented baseline to facilitate pre- and post-intervention impact assessments for new program activities starting mid-2026, which includes establishing baseline indicators and/or frameworks for emerging workstreams.

• Generate actionable recommendations to enhance program delivery and optimize impact during the remaining program period.

⛳️ Requirements

• Proven experience in program evaluation, preferably in climate, energy, or industrial transition sectors within India.

• Strong skills in mixed methods research, including stakeholder interviews, along with a background in producing accessible, evidence-based reports.

• Familiarity with theory of change methodologies and systems/network evaluation approaches.

• Exceptional written English skills, with the ability to transform complex findings into clear, credible narratives tailored for donor and partner audiences.

• Capability to work in a participatory manner that emphasizes capacity building, ensuring transparency in methods and reasoning for internal teams rather than merely generating outputs.

• Knowledge of emissions modeling and/or the Indian steel industry is a plus.

• Experience in assessing narrative change and performing narrative analysis is highly desirable.
