This is a fully remote position, open to applicants in California, +4 more states.
• Lead or play a key role in the design and implementation of research and evaluation projects focused on Medicaid, which encompass policy analyses, demonstrations, and program evaluations.
• Utilize appropriate quantitative methodologies to gather, manage, analyze, and interpret Medicaid administrative data, including claims, encounters, enrollment, eligibility, and provider information.
• Perform analyses that assess Medicaid utilization, access, quality, cost, and equity outcomes across various populations and delivery systems.
• Convert complex analytical findings into clear, actionable insights for state and federal Medicaid stakeholders, which include client reports, technical memoranda, and presentations.
• Assist in the development of proposals for Medicaid-related projects by writing technical sections, contributing to analytic strategies, and supporting the overall proposal approach.
• Oversee small to mid-sized project tasks or analytical components, which entails planning timelines, monitoring deliverables, and coordinating efforts with internal teams and external clients.
• Work closely with programmers, data scientists, policy staff, and project leaders to ensure analytical rigor and alignment with policy goals.
• Mentor and support junior staff by providing feedback, training, and demonstrating best practices in quantitative and Medicaid policy research.
• Interact with Medicaid stakeholders through meetings, briefings, and dissemination activities.
• Foster a collaborative and inclusive work environment.
• PhD in a relevant field (e.g., Economics, Public Policy, Health Services Research, Statistics, Public Health, Sociology, Political Science, or a related discipline), or a Master’s degree with a minimum of four years of quantitative research experience.
• Proven experience in conducting applied quantitative research related to Medicaid, public insurance, or safety-net health programs.
• Experience handling large-scale administrative health data, especially Medicaid claims, encounters, enrollment, eligibility, or provider files.
• Skilled in interpreting analytical results and contributing to reports, briefs, or presentations that influence Medicaid program or policy decisions.
• Background in research, evaluation, or technical assistance projects for federal or state Medicaid agencies, CMS, or other public or nonprofit organizations.
• Experience collaborating with cross-functional teams, including programmers, analysts, and policy experts.
• Familiarity with CMS data sources, Medicaid, and Medicare programs, waiver demonstrations (e.g., 1115 waivers), or value-based payment models is preferred, but not mandatory.
