Manager, Strategic Sourcing – Construction & Project Management

📋 Description

• Implement the sourcing strategy for designated construction and project-related categories in accordance with program objectives, enhancing performance, optimizing costs, mitigating risks, and ensuring quality outcomes while acting as a subject matter expert in general contracting, specialized trades, design-build, and capital projects.

• Oversee construction RFx processes (RFI, RFP, RFQ) from the initiation stage to contract award and project mobilization, crafting sourcing strategies, defining technical scopes, and developing commercial models in line with category guidelines while facilitating cross-functional scoring teams and ensuring alignment among operations, engineering, finance, and site stakeholders.

• Create detailed scopes of work for construction contracts that conform to program standards, industry best practices, and building codes, determining suitable pricing models (lump sum, cost-plus, guaranteed maximum price, unit pricing) that correspond with project scope and risk distribution.

• Foster productive working relationships with client stakeholders, facility managers, operations teams, and project owners, converting operational and technical requirements into procurement specifications and contract language while balancing competing category priorities.

• Oversee the negotiation of construction contracts and service agreements, ensuring compliance with risk management, insurance requirements, indemnification standards, payment terms, and compliance frameworks set by the program while coordinating with Corporate Legal and Risk Management.

• Execute and coordinate construction category programs within the assigned scope, monitoring and reporting on KPIs including schedule adherence, budget performance, safety metrics, quality standards, and change order management while implementing supplier relationship and performance management programs.

• Evaluate construction spend data, project performance, and market trends to identify optimization opportunities, benchmarking pricing, delivery methods, and contractor performance within the assigned portfolio while providing regular detailed status updates to stakeholders and leadership.

• Lead a team of sourcing specialists and coordinators to achieve category outcomes in line with program objectives, mentoring and developing team members through consistent feedback, goal setting, and performance management while setting work priorities and resolving issues.

• Present sourcing strategies, technical recommendations, and award justifications to operations leadership, project teams, and management stakeholders, conveying construction and commercial decisions in a clear, structured, and professional manner while engaging in governance forums and client meetings.


⛳️ Requirements

• 8+ years of strategic sourcing or procurement experience with a strong emphasis on construction, capital projects, or project-related services.

• 3+ years of direct experience in construction operations, project management, general contracting, or facilities capital project delivery.

• 2+ years of experience in people management, leading sourcing or procurement teams.

• In-depth technical knowledge of construction methods, building systems, trade coordination, project scheduling, cost estimating, and construction contract administration.

• Demonstrated experience in leading comprehensive construction RFx processes and developing construction scopes of work, technical specifications, and project delivery frameworks.

• Proven record of excellence in execution, demonstrating initiative, and achieving results through effective team leadership with a strong action-oriented mindset—capable of making sound operational decisions and implementing solutions decisively.

• Comprehensive understanding of construction contract types, risk allocation strategies, and experience in construction contract negotiation and commercial strategy.

• Exceptional communication skills—both oral and written—with the ability to convey technical concepts to non-technical audiences and a strong professional presence along with presentation capability.

• Bachelor's degree (BA/BS) from an accredited four-year college or university.
