Management Consultant – Strategic Resilience

This is a fully remote position, open to applicants in California, +3 more states.

📋 Description

• Assist in managing an expanding range of nationwide hazard mitigation planning, grant, and program management initiatives.

• Direct teams in performing open-source policy research, data analysis, and GIS-based spatial assessments.

• Create hazard mitigation plans, resilience strategies, and long-term recovery frameworks.

• Promote stakeholder and public engagement.

• Implement risk and vulnerability assessments along with resilience alternative evaluations.

• Align mitigation priorities with local land-use and capital improvement strategies.

• Prepare grant funding roadmaps and formulate FEMA mitigation grant applications.

• Conduct and supervise benefit-cost analyses utilizing FEMA, USDOT, and USACE methodologies.

• Produce client-ready plans, reports, grant narratives, maps, figures, infographics, and various graphics.

• Oversee internal project teams and manage technical outputs.

• Cultivate relationships with key clients and projects, ensuring client satisfaction while identifying growth prospects.

• Contribute to business development efforts, opportunity capture, proposal writing, white papers, opinion pieces, and marketing support.

⛳️ Requirements

• Bachelor’s Degree in Planning, Public and/or Environmental Justice or Policy, Economics, or a related field.

• Over 8 years of experience in community, regional, or hazard mitigation planning, which includes research, data and policy analysis, grant management, and the development of plans, policies, technical reports, and FEMA mitigation grant applications.

• More than 5 years of experience performing GIS and/or economic analysis pertinent to resilience or hazard mitigation planning.

• Exceptional writing and communication skills, particularly in drafting plans, technical reports, and grant narratives for government audiences.

• Willingness and capability to travel across the United States for work requirements.

• A valid current U.S. driver's license and the ability to pass a Motor Vehicle Record (MVR) check.

• Proven experience in collaborating directly with client leadership and senior project leaders.

• Strong time management skills with the ability to prioritize multiple projects under tight deadlines.

• Proactive in identifying client needs and business risks.

• Capability to provide constructive feedback while developing creative and strategic solutions.

• Excellent verbal communication and presentation abilities.

• High proficiency with Microsoft Office Suite.

• Preferred qualifications include a Master’s degree, knowledge of natural hazard resilience concepts, CFM certification, familiarity with FEMA Hazard Mitigation Assistance programs, proficiency in ArcGIS Pro and ArcGIS Online, expertise in FEMA Hazus, economic analysis tools and methodologies, as well as report development, document design, and data visualization skills.
