Legacy System Export Developer, PeopleSoft, Oracle EBS

This is a fully remote position, open to applicants in United States.

📋 Description

• Create SQL and PL/SQL extraction programs to retrieve employee data from PeopleSoft HRMS and Oracle EBS HCM databases.

• Examine agency-specific configurations and custom fields while mapping legacy schemas to Oracle Fusion HCM HDL file formats.

• Develop PeopleSoft Application Designer and Application Engine processes for automated extraction routines that support mock migrations and final cutover.

• Produce Oracle EBS concurrent programs and extraction packages for HR, payroll, and benefits data.

• Generate SQR reports and validation queries to ensure extraction completeness, integrity, and EHRI compliance.

• Design and implement data profiling to identify issues related to data quality, orphaned records, incomplete fields, and customizations.

• Maintain PeopleSoft and EBS legacy environments for extraction development and testing, including schema refreshes, access management, and performance tuning.

• Collaborate with agency legacy system administrators on configurations, interfaces, dependencies, extraction scope, and sequencing.

• Create reconciliation procedures to compare legacy record counts and key elements with extraction outputs.

• Document extraction procedures, mapping specifications, and data quality issues following SAFe Agile artifact standards.

• Assist in go-live cutover activities by executing final extraction runs, validating outputs, and addressing issues.

• Independently resolve functional and technical issues of moderate complexity while consulting senior staff on intricate problems.

• Communicate progress, technical strategies, and issues across project teams, stakeholders, and Agile Release Train ceremonies.

⛳️ Requirements

• Bachelor’s degree and 5 years of relevant experience; additional experience may substitute for the degree.

• 5 or more years of experience in database development, data extraction, or database administration for enterprise HR systems.

• 3 or more years of hands-on experience with PeopleSoft HRMS and/or Oracle E-Business Suite HCM.

• Proficient in SQL and PL/SQL development.

• Experience writing complex extraction queries against large HR databases containing over 100,000 records.

• Familiarity with mapping legacy HR schemas to target system formats for migration initiatives.

• Knowledge of HR data domains such as demographics, job history, position management, compensation, and benefits.

• Experience with data validation, profiling, and assessment of data quality.

• Understanding of Agile and SAFe methodologies, including iterative migration approaches and mock conversion cycles.

• Ability to obtain and maintain a Public Trust clearance.

• U.S. Citizenship is required.

• Desired: 7 or more years of experience in legacy HR system data extraction and migration, particularly in federal HR system modernization projects.

• Desired: Expertise in PeopleTools 8.5x, Application Engine, Component Interface, and Integration Broker.

• Desired: Oracle DBA certification (Oracle Certified Professional).

• Desired: Direct experience with EHRI data standards and federal personnel data reporting requirements.

• Desired: Experience with Oracle Fusion HCM Data Loader and HCM Spreadsheet Data Loader file specifications.

• Desired: Knowledge of federal HR data elements, including Nature of Action codes, Standard Form 50 data, and position classification structures.

• Desired: Experience in executing large-scale migrations involving 500,000 or more employee records.

• Desired: Familiarity with Oracle Integration Cloud and Oracle Cloud Infrastructure within enterprise HCM or ERP environments.
