
IV&V Lead – Large-Scale Modernization Program

This is a fully remote position, open to applicants in Virginia.
• Lead the comprehensive IV&V engagement, encompassing scope, schedule, risk management, and stakeholder interactions.
• Create and uphold the IV&V Management and Work Plan, detailing the assessment methodology, specific activities, roles and responsibilities, engagement frequency, and resource requirements.
• Supervise and coordinate IV&V tasks across the primary readiness areas: System/Technology, Operations & Production Readiness, and Go-Live Readiness Criteria.
• Organize and facilitate interviews, workshops, system demonstrations, and documentation reviews with both client and vendor teams.
• Evaluate and critique testing strategies, defect management, change and release management, performance/load testing, and infrastructure/network readiness.
• Oversee the assessment of ITIL-aligned processes (incident/problem/change management, DR/BCP, standard operating procedures) and service/support readiness.
• Compile findings into interim status updates, executive dashboards, and periodic readiness assessments that highlight strengths, gaps, risks, and dependencies.
• Take ownership of the creation and delivery of the Final Readiness Assessment Report, which includes a definitive go/no-go recommendation and “Definition of Done” criteria for go-live.
• Ensure the independence and objectivity of IV&V while fostering a collaborative relationship with program stakeholders.
• Mentor and support IV&V Analysts and SMEs, guaranteeing the consistency and quality of assessment artifacts and recommendations.
• US Citizenship Required.
• Bachelor's degree in Computer Science, Information Systems, or equivalent experience.
• 10+ years of experience in large-scale technology implementation, with at least 5 years in leading IV&V, QA, or independent assurance initiatives for complex programs.
• Proven experience in managing multi-stakeholder projects, including oversight of schedule, scope, risks, and communications to executive sponsors.
• Strong understanding of SDLC practices (Agile/hybrid), test management, performance and load testing, as well as CI/CD and release management in complex settings.
• Practical experience in assessing production readiness of enterprise platforms (availability, scalability, resilience, DR/BCP, monitoring, and alerting).
• Familiarity with ITIL and service management processes (incident, problem, change, release, configuration).
• Exceptional communication skills, with a proven ability to convert technical and operational findings into clear, business-relevant insights and recommendations.
• Experience in preparing and delivering executive-level briefings and dashboards for go-live readiness and risk decisions.
• Desired: experience in public sector or regulated industries; relevant certifications (PMP, PgMP, ITIL, CISA, or similar).
