This is a fully remote position, open to applicants in Virginia.
• Oversee the daily delivery of development and maintenance tasks, managing scope, schedule, and execution in accordance with the contract Performance Work Statement.
• Act as Scrum Master / Agile lead — facilitate sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives, ensuring the team's velocity and burndown remain optimal.
• Function as a technical lead and reliable point of contact for the development team, participating in architecture and design discussions, removing obstacles for engineers, and making well-informed trade-off decisions regarding sprint scope.
• Create clear and dependable documentation, including meeting minutes, decision logs, action-item tracking, status reports, and risk/issue registers, following through on each item until closure.
• Manage communication with stakeholders, including the federal customer (Product Owner, COR, and end-user representatives), translating effectively between technical teams and program leadership.
• Maintain and refine the product backlog, write and elaborate on user stories and acceptance criteria, ensuring work is prioritized appropriately and ready for development.
• Monitor and report on cost, schedule, and performance; identify risks early and implement mitigation strategies.
• Coordinate releases and deployments, and assist with QA, user acceptance, and transition activities.
• Over 5 years of experience in IT project management, particularly in leading software development teams.
• Proven expertise in Agile and Scrum methodologies, with a successful track record as a Scrum Master or Agile delivery lead.
• Strong technical leadership skills: adept at engaging developers on architecture, code-level trade-offs, and decisions regarding sprint scope.
• Exceptional documentation and note-taking capabilities, able to accurately capture decisions, action items, and follow-ups in real-time while maintaining authoritative records.
• Excellent written and verbal communication skills, capable of briefing both technical teams and non-technical stakeholders effectively.
• Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related discipline (equivalent experience will be considered).
• U.S. citizenship and the ability to obtain a federal Public Trust/background investigation.
