This is a fully remote position, open to applicants in South Carolina.
• Act as an Innovative Solutions Opening (ISO) Coordinator to assist ARPA-H and advanced health research and development initiatives.
• Facilitate the management and oversight of advanced R&D activities while helping to define future R&D concepts, programs, and solutions.
• Aid in the development and administration of ARPA-H programs and projects across a Mission Office portfolio.
• Create solicitations and associated acquisition documentation.
• Oversee ISO proposals from their receipt until their final disposition.
• Monitor negotiations and coordinate cost proposals along with technical evaluations.
• Accurately track metrics while managing numerous parallel projects and tasks with tight timelines.
• Provide direct assistance to R&D performer teams, Government Program Managers, and health innovation stakeholders.
• Collaborate with scientists, engineers, contracting officials, IT professionals, advisors, Mission Office leadership, acquisition personnel, performer teams, and public stakeholders.
• Manage end-to-end processes, sustain momentum, and handle data using Jira and Confluence.
• Convey intricate processes and concepts to both technical and non-technical audiences.
• Assess IT systems and processes, identify areas for optimization, and suggest functional enhancements.
• Conduct independent research, analyze data, and offer recommendations.
• Engage in brainstorming and problem-solving sessions.
• Interact directly with clients and customers, serving as a reliable point of contact.
• A Bachelor’s degree is required.
• Five or more years of professional experience is necessary.
• Knowledge of contracting and/or procurement is preferred, ideally in a government or research environment.
• Capability to track metrics and manage multiple parallel projects and tasks effectively.
• Proficiency in evaluating IT systems and processes, along with recommending functional improvements.
• Familiarity with information management systems, including Jira and Confluence.
• Strong skills in client or customer engagement, with the ability to foster trusted relationships with government stakeholders, performer teams, and cross-functional partners.
• Excellent written and verbal communication abilities.
• Competence in conducting independent research, analyzing data, and providing recommendations.
• Ability to work collaboratively with cross-functional stakeholder teams.
• Capability to work both independently and in team settings, prioritize tasks, and maintain detail-oriented, organized, and proactive work habits.
• A passion for healthcare and scientific discovery is essential.
• U.S. citizenship or lawful permanent residency is required as per contract stipulations.
• An active federal government Public Trust or the ability to obtain one is necessary.
• At least one year of experience supporting DARPA or related federal ARPA agencies is required.
• Experience with Other Transaction Agreements, grants, contracts, and cooperative agreements is essential.
• General understanding of acquisition documentation requirements, including RFI, SN, BAA, and J&A, along with hands-on experience with each.
• Experience in supporting a federal or commercial health agency or organization is preferred.
• Knowledge of the biomedical research landscape is advantageous.
• Two or more years of experience in federal healthcare and/or scientific consulting is a plus.
• Experience in supporting complex healthcare programs and research-and-development initiatives is highly valued.
