This is a fully remote position, open to applicants in Virginia.
• Ensure that all project budgets, personnel, and activities comply with Department of State (DoS) standards and adhere to the requirements outlined in the Global Advisory IDIQ and task order performance work statements.
• Provide any requested program or contract information to the DoS and maintain regular communication with the DoS Program Office to address any anticipated challenges or concerns.
• Conduct evaluations and engage with a diverse range of stakeholders, including U.S. government entities, regional and multilateral officials, other international donors, local leaders, academics, and non-governmental organizations, to identify the critical needs of the programs.
• Collect, monitor, and maintain all information related to programs awarded to the contractor.
• Create frameworks and assessment tools to improve the overall monitoring and evaluation of projects, travel periodically to international locations to conduct assessments, monitor and review programs, and meet with U.S. Embassy representatives and other international partners to ensure that projects meet their objectives and that project personnel are performing according to DoS standards.
• Provide updates that leverage best practices and initiatives to enhance security sector assistance.
• Additional duties and responsibilities may be assigned once the contract is awarded.
• A Master’s degree or equivalent with six (06) years of progressively complex experience in U.S. Government acquisitions (government, Non-Governmental Organizations (NGO), and/or private vendor) program management experience; or a Bachelor’s degree or equivalent with eight (08) years of progressively complex experience in U.S. Government acquisitions (government, Non-Governmental Organizations (NGO), and/or private vendor) program management experience; or a High School Diploma or equivalent with twelve (12) years of progressively complex experience in U.S. Government acquisitions (government, Non-Governmental Organizations (NGO), and/or private vendor) program management experience.
• A minimum of three (03) years serving as the lead program/project manager for a single or multiple contracts and/or task orders with a ceiling value of at least $5 million.
• A minimum of three (03) years as the lead program/project manager for Foreign Assistance programs for the Department of State (DoS) and/or United States Agency for International Development (USAID) with an individual or multiple contract or task order awards valued at a minimum of $1 million obligated.
• At least eight (08) years of progressive leadership experience in managing complex projects and/or programs that require interpersonal and customer service, writing, analytical, and problem-solving skills.
• Proven adherence to quality standards and review of program deliverables.
• Demonstrated research, analytical, and problem-solving abilities.
• Proven capability to effectively work with customers/clients, including responding to cost and technical tasks, monitoring contract and task order performance, and implementing necessary course corrections.
• Proficiency in Microsoft Office software (Word, PowerPoint, Teams, Excel Advanced, and SharePoint).
• Certification in MS Office from an industry-recognized provider is required.
• Resume must include examples showcasing advanced skills, such as presentation development, written policies/procedures, formulas/functions, data visualization, pivot tables, macros, or VBA language.
• Demonstrated fluency (spoken and written) in English, particularly when it is not the native language, including experience in summarizing complex technical and programmatic issues concisely for the U.S. government.
• Certification in the English language from an industry-recognized provider (e.g., Test of English as a Foreign Language (TOEFL), International English Language Testing System (IELTS), etc.) is required.
• Active Top Secret security clearance.
• Up to 25% travel
