This is a fully remote position, open to applicants in Virginia.
• Lead the design, testing, and operational implementation of sophisticated hydrologic models and forecasting methodologies.
• Act as the primary liaison among researchers, Lynker management, and client executives; effectively negotiate and synchronize research capabilities with operational limitations.
• Supervise the technical integration of new modeling systems into forecasting frameworks, ensuring reliability and robustness for critical public safety forecasts.
• Guide high-level data analysis and visualization initiatives to validate model performance, generate ensemble forecasts, and predict reservoir inflows.
• Serve as a subject matter expert and mentor to junior hydrologists and forecasting personnel, promoting a culture of ongoing learning and technical excellence.
• Assess current operational workflows and provide recommendations for modernization that improve efficiency and forecast precision.
• Spearhead the preparation of impactful annual scientific reports and peer-reviewed articles; represent the project as a keynote or primary speaker at national scientific conferences.
• A Ph.D. in Hydrology, Civil Engineering, Atmospheric Science, or a related field, with a minimum of 3 years of experience; OR a Master’s Degree in a relevant discipline with at least 7 years of specialized professional experience in operational hydrology or hydrologic modeling.
• Extensive technical expertise with operational forecasting systems and hydrologic modeling suites (e.g., SAC-SMA, HEFS, physically-based models).
• Expert-level skills in programming (Python, R) and managing large-scale hydrologic datasets.
• Proven experience in leading complex technical initiatives, managing stakeholder relationships, and achieving consensus across multi-agency teams.
• Significant background with hydrologic ensemble forecast services (HEFS), probabilistic verification, and risk-based decision support tools.
• Knowledge of contemporary software development practices (version control, containerization) to enhance model deployment.
• Documented success in supervising or mentoring junior scientists, with specific examples of fostering professional growth.
