HR Specialist I – Recruitment and Staffing

This is a fully remote position, open to applicants in United States.

📋 Description

• Organize and facilitate pre-consultation meetings with Centers, Offices, and Programs.

• Create job analyses, specialized experience statements, and assessment inquiries.

• Draft and publish job opportunity announcements on USA Staffing.

• Process applications submitted via the automated system.

• Validate CTAP and ICTAP eligibility claims.

• Provide notifications regarding application status and address applicant questions.

• Assess applications for basic eligibility and minimum qualifications.

• Issue certificates/referral lists for competitive, merit promotion, excepted service, and noncompetitive positions.

• Counsel Selecting Officials on regulations, policies, procedures, veterans' considerations, and displaced employees.

• Perform quality reviews of recruitment materials to ensure compliance with OPM, HHS, and FDA policies and regulations.

• Assist with initial job-offer notifications for selectees and recommend salary levels, special pay, and incentives.

• Coordinate notifications for pre-appointment requirements and entrance-on-duty dates.

• Audit returned certificates and dispatch disposition notices to candidates not selected.

• Maintain examining case files in accordance with records-retention schedules.

• Respond to applicant calls, correspondence, and rating appeals.

• Address inquiries from agency stakeholders concerning staffing actions.


⛳️ Requirements

• Bachelor’s degree.

• At least three (3) years of experience in a federal agency environment.

• Proven experience in recruitment and staffing within the federal sector.

• Familiarity with federal HR laws and regulations.

• Strong interpersonal, communication, and relationship-building abilities.

• Capability to navigate complex situations and deliver effective solutions.

• Excellent analytical skills and keen attention to detail.

• Strong organizational abilities with a knack for managing multiple tasks and priorities.

• Ethical and professional demeanor with a commitment to confidentiality and integrity.

• Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.

• Proficiency in human resources information systems (HRIS) and other relevant software.

• Ability to obtain and maintain the necessary government security clearance.

• U.S. Citizen.

• Experience in a shared services model team is advantageous.
