HCM Customer Development Lead, VBS Developer

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Lead a development team in the design and creation of Oracle Fusion HCM extensions utilizing VBS, APEX, Application Composer, and Page Composer.

• Promote a configuration-first mindset, resorting to custom code solely when the standard Oracle Fusion configuration fails to meet validated requirements.

• Design and create custom page layouts, embedded applications, and extension UIs employing JavaScript, HTML5, and Oracle JET.

• Develop custom REST API integrations with Oracle Fusion HCM business objects and external federal systems via the federal APIM gateway.

• Create BI Publisher reports and data extracts, including agency-specific templates, EHRI submissions, and compliance reports.

• Oversee sandbox environments and personalization layers across development, testing, and production tenants.

• Establish development standards, conduct code reviews, and implement version control practices.

• Design and execute custom workflow extensions and approval routing for federal HR processes.

• Collaborate with functional consultants on technical designs, effort estimations, development risks, and SAFe Agile sprint planning.

• Perform technical reviews and architecture assessments, offering advice to the Architecture Review Board regarding build-versus-configure decisions.

• Assist with production deployments and troubleshoot extension-related defects, providing L3 technical support during agency go-live and hypercare.

• Analyze and independently resolve intricate functional and technical issues.

• Mentor junior team members and provide guidance to junior consultants on Oracle Fusion HCM best practices.

• Lead minor work efforts and technical initiatives while reviewing deliverables.

⛳️ Requirements

• Must be eligible to obtain and maintain a Public Trust clearance.

• US citizenship is required.

• Bachelor’s degree along with 7 years of relevant experience; additional experience may be considered in lieu of a degree.

• Over 7 years of software development experience with a focus on enterprise application extension and customization.

• At least 3 years of hands-on development experience with Oracle VBS, VBCS, or Oracle APEX in Oracle Cloud HCM or ERP environments.

• Strong proficiency in JavaScript, HTML5, CSS3, and development/consumption of RESTful APIs.

• Familiarity with Oracle Fusion extensibility tools such as Application Composer, Page Composer, sandboxes, and the personalization framework.

• Capability to lead development teams in Agile/SAFe environments, including conducting code reviews, sprint planning, and providing technical mentorship.

• Experience with BI Publisher, encompassing data models, templates, and formatting.

• Understanding of Oracle Fusion Cloud upgrade cycles and best practices for extension upgrade safety.

• Desired: Over 8 years of software development experience, including at least 3 years in a technical lead role for Oracle Cloud implementations.

• Oracle Cloud development certifications (VBS, APEX, OCI Developer) are preferred.

• Experience in extending Oracle Fusion HCM for federal agencies or large enterprises is desirable.

• Proficiency with Oracle JET and familiarity with Oracle Fusion design patterns is a plus.

• Experience with Oracle Integration Cloud (OIC) is preferred.

• Familiarity with Section 508/WCAG 2.1 AA accessibility standards is desirable.

• Knowledge of Oracle Fusion HCM modules is a plus.

• Experience with Oracle Cloud technologies like OIC and OCI is advantageous.
