This is a fully remote position, open to applicants in United States.
• Provides support for grants management and delivers professional customer service to recipients of Head Start, Early Head Start, and Early Head Start-Child Care Partnership grants.
• Aids in the continuous enhancement of operational processes among grant recipients, ensuring alignment with OHS policies, practices, and programs.
• Reviews grant applications, budget modifications, supplemental applications (including changes in scope and facility requests), waiver requests, and post-award requirements to ensure accuracy and compliance with federal regulations.
• Ensures that grant-related analyses and documentation are correctly recorded in federal data management systems, such as HSES and GrantSolutions.
• Executes grant awards and associated administrative actions in collaboration with federal staff.
• Identifies concerns related to performance or compliance and assists in developing risk mitigation strategies that enhance customer support service delivery.
• Provides precise guidance and customer service to facilitate grant recipients' adherence to Head Start Program Performance Standards and grant requirements.
• Supports grant recipients in creating and applying targeted improvement strategies.
• Monitors grant recipients’ progress regarding performance, compliance, and accountability for their funded programs.
• Implements a Continuous Quality Improvement (CQI) approach, ensuring that oversight mechanisms adapt to support grant recipients and foster positive outcomes for children and families.
• Aggregates, analyzes, and presents data collected from various sources.
• Produces high-quality written materials, including memoranda, presentations, and correspondence.
• Bachelor's degree in early childhood education, human services, public administration, or a related field from an accredited institution.
• At least 2 years of progressively responsible professional experience related to early childhood programs.
• Experience in federal monitoring of early childhood programs and in fiscal management of these programs, as well as facilities and/or early childhood learning environments.
• Familiarity with child health and safety, Head Start program options, the Full Enrollment Initiative (FEI), and changes in scope (CiS).
• Proficient in using federal information systems, including HSES, AMS, and GrantSolutions.
• Exceptional organizational and time management abilities.
• Strong writing skills with a focus on clarity, conciseness, detail, and audience appropriateness.
• Strong analytical and critical thinking capabilities.
• Fluent in English, both oral and written.
• Proficient in Microsoft Office (Excel, Outlook, PowerPoint, Power BI) and Smartsheet.
• Eligibility to pass background checks required for access to federal facilities and systems.
• Travel may be required up to 25 percent.
• Extended computer use: Ability to sit for prolonged periods while operating a computer keyboard and mouse.
• Vision: Must be able to see and read both computer screens and printed materials.
• Dexterity: Capable of using hands and fingers to operate equipment and perform precision tasks.
• Communication: Effectively communicate both verbally and in writing with team members and stakeholders.
• Mobility: Frequently required to stand, walk, reach, and bend to access office equipment and attend meetings.
• Lifting: Ability to lift and carry up to 50 pounds over short distances.
• Sensory Abilities: Must be able to perceive and interact with the environment using auditory and verbal skills.
