Global Program Lead, Installer Voices

This is a fully remote position, open to applicants in Philippines.

📋 Description

• Collaborate with the CCO to develop a strategic thesis on how installers transition from a trained workforce to influential policy advocates, identifying the tipping point and the pathway that facilitates this shift, along with the rationale for its effectiveness.

• Provide counsel on critical prioritization decisions regarding which markets and strategies to pursue in Phase 2, determining what to deprioritize, and how to position the initiative for sustained support from funders and partners.

• Consolidate research and insights into a structured Phase 2 blueprint, including validated assumptions, country-specific cost models, and an honest assessment of the strategy's strengths and weaknesses.

• Design and implement structured research across five markets, which includes installer and SME interviews, channel audits, skills-gap evaluations, and power analyses to identify strong networks and areas needing development.

• Collaborate with chapters and local partners to identify one to two achievable near-term reforms in each market, at both national and local levels, linked to installer economics and deployment strategies.

• Analyze each market's ecosystem, including trade associations, training networks, think tanks, journalists, and aligned funders, to pinpoint which partnerships should be formalized in Phase 2.

• Manage lean national teams and delivery partners across five countries, ensuring local engagement while maintaining a coherent global perspective.

• Facilitate relationships that advance the initiative, spanning from provincial installer associations to national policy entities and global alliances such as the Global Renewables Alliance and Global Solar Alliance, as well as partners within the Global Clean Energy Network.

• Oversee the design and initial testing of core Phase 2 components, including a curriculum and training plan, a story and messaging desk prototype, and a community-of-practice pilot, in collaboration with the Curriculum & Capacity-Building Lead.

• Establish success metrics for Phase 1 and Phase 2, defining the theory of change, key indicators, and the logframe that funders can use to evaluate the initiative's progress, including the near-term policy targets for each market.

• Develop an impact measurement framework, setting baselines in Phase 1 and creating a credible method to demonstrate the connection between installer capacity and voice and their influence on policy.


⛳️ Requirements

• A minimum of 7 years of experience in advocacy, campaigns, policy, public affairs, or program strategy, with clear evidence of having built initiatives rather than merely managing existing operations.

• A strategic thinker who is also hands-on: you can maintain a broad perspective while conducting interviews, creating power maps, and synthesizing information.

• Familiarity with the clean energy sector (particularly solar) and the policy mechanisms that drive deployment, such as net metering, grid connection, storage regulations, and import duties.

• Strong research and analytical capabilities, including stakeholder mapping, power analysis, landscape assessments, and the ability to distill complex field input into clear decisions.

• Comfort with uncertainty and the ability to start quickly; this role operates on a six-month timeline, requiring immediate action.

• Experience working across diverse cultures, countries, and time zones, preferably in emerging markets.

• Excellent English writing skills: you can transform analysis into a concise and compelling narrative that motivates funders or partners to act.

• Proficiency in using AI tools thoughtfully to enhance productivity while maintaining sound judgment and high standards.

• We encourage you to bring one or more of the following additional skills:

• Experience in working with and influencing coalitions, networks, or trade associations.

• Significant experience in one or more of the five pilot markets.

• Proficiency in a regional language (Bahasa Indonesia, Filipino, Thai, Vietnamese, Urdu, Hausa, or others).

• Knowledge of behavioral science or social movement research.
