This is a fully remote position, open to applicants in California.
• Collaborate with the Business Manager and Finance Operations team to oversee contracts/projects while adhering to budget, schedule, and scope.
• Assist in developing proposals, setting up projects, managing financial aspects, and ensuring continuous project maintenance.
• Evaluate proposal requests, contract terms, financial documents, and project setup prerequisites.
• Aid in internal and external financial audits and assessments.
• Work together with Accounting, Contracts, Procurement, and other internal partners to facilitate project execution.
• Address financial and operational queries from both internal teams and external clients.
• Track project financial performance and funding status, identifying and raising any potential financial risks.
• Support project setup in line with contractual, billing, and revenue recognition standards.
• Examine contractual obligations, deliverables, terms and conditions, billing and payment timelines, and performance periods.
• Supervise budgets, funding levels, billing, accounts receivable, unbilled balances, EACs, accruals, completion thresholds, and closeout actions.
• Compile and submit financial reports to clients.
• Assist Project Leaders, Principal Investigators, and Project Managers with project/task structures and charge numbers.
• Maintain project forecasts and compare actual performance against budgets and planned hours.
• Engage in special projects and initiatives for continuous improvement.
• Bachelor’s degree in Business Administration, Accounting, Finance, or a related discipline, or equivalent experience in government contracting.
• PA II: Minimum of 2 years of relevant experience.
• PA III: Minimum of 4 years of relevant experience.
• U.S. Citizenship required due to government contract stipulations.
• Strong expertise in MS Excel, Word, and PowerPoint.
• Willingness and capability to learn new systems.
• Ability to prioritize tasks to meet deadlines and adapt to changing demands.
• Excellent customer service and interpersonal abilities.
• Proven problem-solving skills with a keen attention to detail and accuracy.
• Capacity to exercise discretion and sound judgment when managing confidential and sensitive information.
• Preferred: experience in project budgeting, variance analysis, and financial reporting.
• Preferred: experience with Deltek Costpoint.
• Preferred: familiarity with government contracting management, proposal and cost accounting regulations.
• Preferred: understanding of proposal preparation, cost control, and project maintenance functions.
• Preferred: general knowledge of GAAP, CAS, and FAR.
• Preferred: familiarity with DHHS or NSF grant and contracting processes and procedures.
• Background check required for conditional offers.
