• Deliver services and support as a Facilities Engineer within the Independent Engineering (IE) Advisory Services, aligned with Technical Due Diligence & Engineering Validation for Upstream Oil & Gas (Exploration/Production) in the Energy Industry (Oil, Gas, Power, and Utilities).
• Provide bankable, technically sound Independent Engineering advisory services by transforming discipline-specific engineering, construction, compliance, operational, commercial, and risk insights into lender-ready due diligence, monitoring, certification, and decision-making outputs.
• Act as a Facilities Engineer - Technical Due Diligence & Engineering Validation for Upstream Oil & Gas (Exploration/Production) Specialist (Labor Category: Senior Consultant II) to deliver Technical Due Diligence & Engineering Validation services as part of an Independent Engineering (IE) Advisory Services team focused on Energy Dominance Financing (EDF), technical due diligence, credit evaluation, and lifecycle monitoring.
• Offer Independent Engineering advisory support for the Energy Dominance Financing (EDF) Program, focusing on technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, particularly concerning upstream facilities, gathering, separation, compression, utilities, and production infrastructure.
• Review project documentation, assess technical and commercial interfaces, identify risks and mitigation strategies, validate assumptions, support conditions precedent and disbursement readiness reviews as applicable, and produce defensible work products such as facility layouts, equipment reviews, capacity assessments, utility evaluations, and operational readiness reviews.
• Collaborate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to facilitate prompt decision-making by lenders and the Department of Energy (DOE).
• Over 10 years of relevant experience in engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory, with a proven track record in oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
• A Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
• Preferred qualifications include PE, PMP, CSP, API, NACE/AMPP, PMI, or other discipline-specific credentials where applicable.
• Skills primarily centered on Engineering Services initiatives and aligned with Program Support activities related to Technical Due Diligence & Engineering Validation for Upstream Oil & Gas (Exploration/Production) Functional Area Activities.
• Experience with independent engineering review, U.S. Department of Energy (DOE) Loan Programs Office (LPO)-style documentation, technical due diligence, risk assessment, upstream facilities, gathering, separation, compression, utilities, and production infrastructure, including data room reviews, information request tracking, report writing, Excel-based analysis, stakeholder coordination, and articulating findings for credit, construction, monitoring, and certification decisions.
• Required competencies include technical judgment, independence and objectivity, analytical rigor, attention to detail, defensible documentation, client service orientation, cross-functional collaboration, issue escalation, quality mindset, schedule discipline, and the ability to translate technical evidence into actionable insights regarding risk, compliance, and financing implications.
