This is a fully remote position, open to applicants in Oregon.
• Assist in managing CareOregon’s evaluation portfolio while reporting to the Evaluation Manager.
• Aid in monitoring programs and propose enhancements to interventions and services.
• Provide consultation on equitable evaluation approaches and engage with internal departments and business lines.
• Analyze and synthesize program data to guide program development efforts.
• Contribute to initiatives that support data-informed decision-making.
• Plan, design, and execute program evaluation projects.
• Independently create logic models and develop program workflows.
• Perform literature reviews and conduct background research.
• Generate evaluation reports, materials, and presentations.
• Choose and utilize quantitative and qualitative evaluation tools and methodologies.
• Execute intermediate analyses of health-related and program data.
• Design and create tools for data collection and program evaluation.
• Develop and deliver training on evaluation methodologies and provide technical support.
• Support CareOregon’s strategic objectives and its cost and utilization strategies.
• Comply with organizational policies, regulatory standards, mission, values, and commitments to equity.
• At least 4 years of experience in evaluation science, analytics, research, policy, population health, or a related technical discipline, including a minimum of 2 years in data analytics; OR
• A Bachelor’s degree in social science, science, mathematics, or a health-related field with at least 3 years of relevant experience, including a minimum of 1 year in data analytics; OR
• A Master’s degree in data analytics, public health, health administration, program evaluation and measurement, applied research, or a health-related area with at least 2 years of relevant experience, including a minimum of 1 year in data analytics.
• Familiarity with quantitative and qualitative data analysis methods and tools.
• Understanding of evaluation theories, methodologies, and designs, including mixed-method and participatory frameworks.
• Awareness of managed care principles and concepts.
• Knowledge of quality improvement concepts, principles, and practices.
• Ability to implement social science research methodologies and analytical techniques.
• Proficient understanding of health equity, inclusion, and diversity frameworks.
• Competence in Microsoft Word, Excel, PowerPoint, Access, OneNote, and Outlook.
• Experience using survey software such as SurveyMonkey or Qualtrics.
• Proficiency with qualitative analysis software such as NVivo or Atlas TI.
• Familiarity with quantitative analysis tools such as Tableau, SQL, or R.
• Experience in integrating community perspectives into evaluation processes.
• Background in applied research, data collection, data analysis, and/or reporting.
• Ability to collaborate effectively with diverse individuals and groups.
• Capacity to see, read, and perform repetitive finger and wrist movements for up to 6 hours daily.
• Ability to hear and communicate clearly for 3–6 hours each day.
• Experience with Tableau or SQL is preferred.
