This is a fully remote position, open to applicants in Texas.
• Conduct research on environmental factors identified during project evaluations to assess environmental issues and necessary mitigation measures.
• Collaborate with federal and state agencies to secure environmental permitting approvals for construction projects.
• Assist with state and local land use and environmental permitting processes, including conditional/special use permits and certificates of environmental compatibility.
• Provide support for project compliance or fieldwork activities.
• Oversee budgets and project milestones.
• Aid in the development of proposals or scopes of work.
• Facilitate coordination of survey activities between third-party consultants and federal agencies as needed.
• Prepare and submit environmental reports and documentation to federal, state, and local agencies for clients in the broadband and telecommunications sectors.
• A Bachelor’s degree in Biology, Environmental Science, Natural Sciences, or related fields; or 30 credit hours in Biology coupled with relevant field experience is required.
• 5 to 10 years of proven experience in environmental agency permitting.
• Familiarity with federal grant-related environmental regulations, including the National Historic Preservation Act (NHPA) and Section 106 compliance.
• Experience collaborating with federal, state, and/or local agencies on environmental permitting or cultural resource issues.
• Excellent written and verbal communication skills, including the capability to draft agency correspondence, environmental and cultural resource reports, and project documentation.
• Proficient in Google Earth, ArcGIS Pro, QGIS, Excel, and Word, with the capacity to manage multiple projects and adapt to changing requirements effectively.
• Preferred experience with federal agencies such as the U.S. Army Corps of Engineers (USACE), Federal Energy Regulatory Commission (FERC), Bureau of Land Management (BLM), U.S. Forest Service (USFS), and/or U.S. Fish and Wildlife Service (USFWS).
• Preferred experience in supporting telecommunications, fiber optic, or other linear infrastructure projects.
• Preferred experience in coordinating with State Historic Preservation Offices (SHPOs), state archaeological agencies, municipalities, and other permitting authorities.
