This is a fully remote position, open to applicants in Colorado, +3 more states.
• Provide direction, oversight, and support to Disaster Recovery Specialists, Closeout Specialists, and Grant Administrators as needed, which may involve training and presentations.
• Oversee FEMA grants review, documentation, and reporting processes.
• Validate the current obligated project worksheets to ensure the eligible scope of work and associated costs are accurate.
• Conduct QA/QC reviews and provide oversight as required.
• Confirm that submitted procurement, invoices, and supporting documents align with the project scope of work.
• Investigate and examine relevant regulations and policies that may impact eligibility or denial decisions.
• Collaborate with the technical team when necessary to address concerns or challenges with proposed solutions.
• Engage in cost analysis and reconciliation, ensuring alignment with client assets and funding, while measuring performance using key metrics.
• Keep the Project Manager, immediate supervisor, and pertinent stakeholders updated on issues, challenges, and resolutions.
• Maintain and monitor data as required within reporting management information systems.
• Utilize analytical and evaluative techniques to identify, consider, and resolve a diverse range of grant and financial issues.
• Travel to subrecipient sites as requested by ICF to assist in document collection and upload to DRS.
• Coordinate and engage in the resolution of project-related challenges and concerns.
• Enhance procedures and ensure consistent communication and focus.
• Track and maintain each case as required in the project report management information system.
• Exhibit superior customer service skills, with the ability to actively listen, facilitate, and negotiate solutions to problems.
• Demonstrate expertise in your designated area, executing timely and accurate tasks as requested.
• Travel as necessary to client recovery sites and ICF locations, as required and requested by ICF management.
• 8+ years of professional experience in disaster management after completing college.
• 3+ years of experience in FEMA Public Assistance (PA) or disaster recovery grants, with a leadership role overseeing large or complex projects in state, federal, or consulting environments.
• 3+ years of experience in interpreting policy, mentoring teams, and collaborating with state and federal counterparts.
• 3+ years of recent intermediate experience with MS Office (Word, Excel) including Pivot Tables, V-Lookup, Formulas, etc.
• 2+ years of experience in Grants, Accounting, Insurance, Finance, and/or Auditing.
• Must be prepared and willing to travel (by flight and vehicle) as needed for project work.
• Must possess a valid United States driver’s license and be able to successfully pass a Motor Vehicle Records (MVR) check.
