This is a fully remote position, open to applicants in United States.
• Take ownership of and enhance the HR compliance operating model, which encompasses payroll, benefits administration, and regulatory compliance programs.
• Formulate and implement a long-term strategy for scalable, technology-driven HR operations within a rapidly growing environment.
• Lead and cultivate a multi-layered HR operations team, which includes individual contributors and people leaders across pre-employment, HR administration, and HR management functions.
• Act as a trusted advisor to senior leadership regarding compliance risks, workforce strategies, and employee relations issues.
• Foster cross-functional collaboration with Finance, Legal, Operations, Sales, Recruiting, Safety, and IT on HR and compliance initiatives.
• Create and execute trigger-based, audit-ready workflows that minimize manual intervention while ensuring compliance at scale.
• Utilize AI, automation, and system integrations to establish proactive compliance controls and monitoring systems.
• Continuously assess and integrate new technologies to enhance accuracy, efficiency, and compliance results.
• Define the organizational strategy for system-driven, scalable, and compliant pre-employment processes tailored for a fully remote workforce.
• Direct a team of Pre-employment Specialists to develop and continually refine a technology-enabled onboarding experience that guarantees compliance, efficiency, and a positive employee experience.
• Establish the organizational strategy for payroll operations and compliance across multiple states.
• Collaborate with HR Generalist to design, implement, and perpetually optimize scalable payroll processes serving a workforce across all 50 states.
• Create and uphold audit-ready documentation and controls for compensation programs, including bonus plans.
• Ensure compliance with federal, state, and local payroll regulations (e.g., wage and hour laws, overtime, paid breaks).
• Partner with HR Director – Employee Engagement and Legal Counsel to provide competitive, compliant benefits offerings for both internal and Technician populations, which includes participating in the annual benefits evaluation and renewal process.
• Ensure adherence to all applicable benefits regulations, including mandated leave programs, retirement plans, and contribution limits.
• Supervise COBRA administration and guarantee compliance with all related regulatory requirements.
• Lead the HR Team in conducting and managing annual benefits open enrollment for internal and Technician populations.
• Proactively monitor, interpret, and implement federal, state, and local employment laws and regulations.
• Collaborate with General Counsel to evaluate regulatory impacts and convert legal requirements into operational controls and system-based workflows.
• Represent HR in the cross-functional Compliance Committee, promoting scalable solutions to adapt to evolving requirements.
• Design and uphold a centralized SOP and compliance documentation system.
• Ensure audit readiness through consistent documentation, reporting, and internal controls.
• Manage compliance programs related to AAP, EEO, FLSA, ADA, and other employment regulations.
• Establish and oversee investigation protocols and SOPs for workplace issues, including discrimination, harassment, accommodations, and policy violations.
• Educate HR team members on investigation best practices, documentation standards, and risk mitigation strategies.
• Guarantee consistent and defensible documentation of investigation outcomes.
• Collaborate with Legal Counsel as necessary on complex or high-risk matters.
• Experience in travel model staffing is essential for this position.
• A Bachelor’s degree in Human Resources, Business Administration, Organizational Psychology, or a related field is required.
• A minimum of 8–10+ years of progressive HR experience, with a significant emphasis on payroll operations, compliance, and HR systems.
• At least 5+ years of experience in people leadership, including managing managers and/or multi-functional teams.
• Proven success in designing and scaling HR processes in a multi-state, high-growth environment (experience in staffing or distributed workforce is strongly preferred).
• In-depth knowledge of multi-state employment laws and payroll compliance.
• A demonstrated history of utilizing HR technology, automation, and systems to drive scalability and compliance.
• Experience with HRIS (UKG), ATS (Bullhorn), or similar platforms is a MUST.
