This is a fully remote position, open to applicants in California.
• Lead, mentor, and cultivate estimating teams that support projects related to transmission, distribution, substations, gas, and other utility infrastructure.
• Develop and implement estimating standards, bid review protocols, and preconstruction best practices throughout the T&D sector.
• Promote uniformity in the development of estimates, documentation, assumptions, and handoff procedures.
• Enhance team capabilities in conceptual estimating, detailed estimating, risk assessment, and proposal creation.
• Oversee the formulation of conceptual budgets, EPC estimates, unit-price estimates, negotiated proposals, and competitive bids.
• Examine drawings, engineering packages, specifications, contracts, and client requirements to confirm project scope.
• Manage quantity takeoffs, labor assessments, equipment planning, subcontractor pricing, material costs, and productivity assumptions.
• Validate pricing for transmission lines, substations, distribution networks, underground utilities, foundations, civil work, and renewable energy interconnections.
• Ensure appropriate consideration of indirect costs, escalation, contingencies, permitting, environmental regulations, and regional labor factors.
• Lead bid/no-bid evaluations and opportunity review processes.
• Facilitate estimating review meetings and strategic bid sessions with executives.
• Oversee proposal timelines, deliverables, and submission criteria.
• Assist in developing pricing strategies informed by market dynamics, client relationships, competition, and operational capabilities.
• Engage in client clarifications, scope discussions, and contract evaluations.
• Analyze historical cost data, production rates, and project results to enhance estimate accuracy.
• Review profit margins, fee structures, contingencies, and commercial assumptions.
• Identify operational, contractual, scheduling, labor, and procurement risks during pursuit phases.
• Support forecasting, backlog assessment, and strategic planning activities.
• Collaborate with Operations, Engineering, Safety, Procurement, Project Controls, and Business Development teams.
• Ensure a smooth transition from estimating to project execution teams.
• Assist in project kickoff meetings and discussions regarding scope alignment.
• Take part in customer presentations, proposal interviews, and activities related to relationship management.
• Bachelor’s degree in Construction Management, Engineering, Business, or a related field is preferred.
• Over 15 years of progressive estimating experience within the utility, power delivery, or heavy civil construction sectors.
• More than 10 years of leadership experience in managing estimating teams or preconstruction activities.
• Comprehensive knowledge of transmission lines, substations, distribution systems, utility relocations, and renewable energy interconnections.
• Experience in self-perform construction, subcontractor strategies, equipment costing, and labor productivity evaluations.
• Familiarity with utility contracts, EPC delivery models, unit-rate pricing, and design-build approaches.
• Proficient in estimating and project management applications such as Bid2Win, InEight Estimate, Procore, Bluebeam, and Microsoft Excel.
• Strong analytical, negotiation, and executive communication abilities.
