Director, Emergency Management Recovery

📋 Description

• Oversee the implementation of Recovery programs and projects, ensuring high standards in technical quality, timelines, budget adherence, and client satisfaction throughout the service line.

• Develop and uphold delivery standards, standard operating procedures (SOPs), and quality control measures for FEMA PA, IA, HMGP, 404/406 Mitigation, HUD CDBG-DR, and other initiatives funded through federal grants.

• Establish portfolio-level performance indicators (utilization, margin, client retention, deliverable quality) and ensure accountability to executive leadership.

• Manage project staffing, surge capacity, and deployment strategies across ongoing and upcoming projects.

• Act as the primary escalation contact for project-related issues, client inquiries, and technical disagreements.

• Function as a senior subject matter expert regarding federal recovery programs, possessing extensive knowledge and practical experience with the FEMA Public Assistance Program.

• Offer technical advice on HMGP project development, including benefit-cost analysis (BCA) and Environmental and Historic Preservation (EHP) compliance.

• Provide guidance on CDBG-DR program stipulations.

• Remain updated on amendments to the Stafford Act, FEMA policy revisions, and changes in state-level recovery programs.

• Evaluate complex, high-risk, or high-profile deliverables prior to submission to clients.

• Directly manage senior project leaders (Deputy Directors, Managing Consultants, Senior Consultants) within the Recovery division.

• Create staffing plans, career development paths, and credentialing initiatives for personnel within the portfolio.

• Guide consultants in technical skills related to FEMA programs, client interactions, and the quality of deliverables.

• Conduct performance evaluations, including goal-setting, ongoing feedback, and performance assessments for direct reports.

• Promote a culture of accountability, technical excellence, and ongoing improvement.

• Serve as the primary client-facing leader for Recovery engagements, encompassing state recovery offices, local applicants/subrecipients, and FEMA regional/other federal personnel.

• Lead regular client status updates and executive briefings for significant engagements.

• Cultivate and sustain relationships with state emergency management agencies, FEMA regional offices, and applicant communities.

• Represent the Recovery practice in industry forums, professional associations (e.g., NEMA, IAEM), and conferences.

• Provide subject matter expertise for capture planning, proposal development, and oral presentations related to Recovery initiatives.

• Deliver technical win themes, past performance documentation, and staffing strategies for proposals.

• Maintain client relationships to facilitate organic growth and subsequent projects.

• Identify emerging client requirements and policy modifications that could influence business development strategies, and communicate these to the BD team.

• Engage in go/no-go determinations for Recovery initiatives as a technical reviewer.

• Ensure portfolio projects adhere to applicable federal regulations (2 CFR 200, Stafford Act, Program Policy Guides, etc.) and specific state requirements.

• Supervise documentation standards that can withstand FEMA, OIG, and Single Audit scrutiny.

• Identify, escalate, and address technical, financial, and reputational risks throughout the portfolio.

• Collaborate with corporate Contracts, Finance, and Legal teams regarding contract compliance and modifications.

• Execute other responsibilities as assigned.


⛳️ Requirements

• Bachelor’s degree in Emergency Management, Public Administration, Public Policy, or a related field. Relevant years of experience may be considered in place of the educational requirement on a year-for-year basis, alongside the minimum experience prerequisites below.

• Over 7 years of progressive experience in disaster recovery consulting, FEMA grant management, or administration of state/local recovery programs.

• At least 5 years of leadership experience, including direct oversight of project teams.

• Proven experience in leading FEMA Public Assistance engagements at the state, subrecipient, or applicant levels.

• Master’s degree in Emergency Management, Public Administration, or a related field.

• Direct involvement with state-level Recovery Operations (e.g., leading State Public Assistance/Individual Assistance/Hazard Mitigation Officer roles).

• Familiarity with HMGP, 404/406 Mitigation, and CDBG-DR programs and funding mechanisms.

• Industry credentials such as CEM (IAEM), AEM, FEMA Professional Development Series, or NIMS/ICS 100–800.

• Experience assisting with capture and proposal efforts for federal/state recovery contracts.
