This is a fully remote position, open to applicants in Virginia.
• Lead and cultivate a high-achieving competitive intelligence team.
• Develop and oversee a comprehensive Medicaid competitive intelligence library, including templates, taxonomy, refresh schedules, quality controls, and governance frameworks.
• Conduct competitive assessments of Medicaid managed care organizations, encompassing SWOT analyses, market positioning, win themes, benefits, programs, innovations, differentiators, and proposal design strategies.
• Execute competitive bid evaluations by organization, state, population type, procurement model, bid status, victories, defeats, and recurring themes.
• Spearhead scoring evaluations for Medicaid managed care RFP opportunities, incorporating evaluator feedback, scoring trends, strengths, weaknesses, proposal section performance, and lessons learned.
• Convert competitive, scoring, and bid outcome data into actionable recommendations for capture plans, proposal outlines, executive summaries, value propositions, differentiators, and review priorities.
• Collaborate with Capture Directors, Proposal Directors, Business Development, Health Plan leaders, and executives during pre-RFP planning, active bids, and post-award evaluations.
• Generate executive-level briefings, dashboards, decision snapshots, and recommendations.
• Mentor and develop direct reports while establishing analytical quality standards.
• Create operational routines, deliverable standards, and quality review processes.
• Enhance the accessibility, usability, and adoption of competitive intelligence resources.
• Integrate market and procurement insights to pinpoint enterprise themes, emerging risks, and strategic recommendations.
• Define and track performance metrics for the competitive intelligence function.
• Over 7 years of experience in Medicaid managed care proposals, capture management, business development, competitive intelligence, healthcare strategy, government programs, or a related field.
• Proven experience in developing competitive analyses, market/customer evaluations, scoring assessments, bid outcome evaluations, or executive-level strategic recommendations.
• Strong knowledge of Medicaid managed care procurement processes, proposal development, evaluator scoring, procurement documentation, and health plan operations.
• Experience leading cross-functional teams or initiatives and influencing senior stakeholders.
• Proven track record in managing direct reports, mentoring analysts or managers, reviewing analytical outputs, and setting quality standards.
• Ability to distill complex analyses into clear, actionable recommendations for decision-making.
• Advanced proficiency in Microsoft Word, PowerPoint, Excel, SharePoint, Teams, AI tools, and collaborative or knowledge management platforms.
• Exceptional written, verbal, facilitation, and executive presentation abilities.
• Capacity to manage multiple priorities and deliver high-quality results within tight deadlines.
• Willingness to support evening/weekend work during active proposal phases as required.
• Ability to travel up to 20%.
• Preferred: direct experience in Medicaid managed care RFP capture, proposal leadership, scoring, postmortem, or procurement outcome analysis.
• Preferred: experience in leading competitive intelligence, market intelligence, business intelligence, or knowledge management functions.
• Preferred: background in building libraries, playbooks, dashboards, trackers, research repositories, or structured knowledge resources.
• Preferred: experience analyzing benefits, in lieu of services, population-specific programs, clinical models, health equity, SDOH, and operational differentiators.
• Preferred: APMP or other relevant certification.
• Bachelor’s degree or equivalent experience.
