This is a fully remote position, open to applicants in United States.
• Act as a senior technical authority on federally funded electronic Clinical Quality Measure (eCQM) development contracts.
• Establish the technical direction for FHIR-based digital quality measure specification initiatives.
• Function as the primary technical liaison with CMS and other clients regarding digital quality measurement topics.
• Mentor measure developers and analysts in their professional growth.
• Facilitate the transition from Quality Data Model (QDM)-based eCQMs to FHIR-based digital Quality Measures (dQMs), ensuring alignment with US Core and QI-Core implementation guides.
• Represent AIR in pertinent HL7 workgroups.
• Ensure alignment of FHIR and interoperability practices across various projects.
• Supervise subcontractor efforts in creating FHIR-based specifications.
• Lead technical teams in authoring FHIR-based dQMs within the MADiE framework.
• Troubleshoot issues related to logic, terminology, and value sets; review outputs from MADiE.
• Manage the annual updates for dQMs.
• Review work products to ensure accuracy and consistency.
• Assess technical partners and platforms for proposal submissions.
• Contribute to the development of technical approaches, staffing plans, and effort estimates for federal RFPs.
• Represent AIR in client meetings, technical expert panels, and standards workgroups.
• Build strategic partnerships with public agencies, nonprofits, philanthropic organizations, and academic institutions.
• Share insights, innovations, and lessons learned from technical assistance practices.
• Master's degree in health informatics, computer science, public health, nursing, or a related field, accompanied by at least 11 years of relevant experience.
• More than 7 years of experience in health care quality measurement.
• Direct, hands-on experience in authoring QDM-based eCQMs and FHIR-based dQMs.
• Proficient knowledge of FHIR resources and implementation guides pertinent to quality measurement, including US Core, QI-Core, and Data Exchange for Quality Measures.
• Familiarity with the CMS eCQM lifecycle, annual update processes, and value set management.
• Experience with federal contracts, particularly with CMS.
• Ability to lead or mentor junior technical staff while also engaging in hands-on technical work.
• Excellent written and verbal communication skills.
• Previous experience at a CMS contractor supporting quality measure development or maintenance.
• Understanding of federal quality reporting program structures.
• Advanced project management capabilities.
• Skills in stakeholder engagement, negotiation, and relationship building.
• HL7 FHIR Foundation certification or legacy FHIR R4 Proficiency credential is preferred but not mandatory.
• A clinical background or clinical informatics training is preferred.
• Must be authorized to work in the U.S. on a full-time basis.
