This is a fully remote position, open to applicants in United States.
• Lead AIR's transition from QDM-based electronic clinical quality measures (eCQMs) to FHIR-based digital quality measures, in accordance with US Core and QI-Core implementation guidelines.
• Represent AIR in HL7 workgroups and maintain up-to-date knowledge on FHIR-based quality measurement standards.
• Standardize FHIR and interoperability practices across various projects.
• Supervise subcontractor efforts in developing FHIR-based specifications and provide technical guidance.
• Direct technical teams in authoring FHIR-based digital quality measures (dQMs) in MADiE, addressing logic, terminology, and value set challenges, reviewing outputs, and ensuring alignment with implementation guidelines.
• Oversee the annual updates of digital quality measures.
• Offer daily technical leadership and mentorship to measure developers and analysts; assess work products.
• Evaluate and vet technical partners and platforms for proposals.
• Contribute to the development of technical strategies, staffing plans, and level-of-effort estimates for standards-based federal proposals (RFPs).
• Act as AIR's expert on FHIR standards within CMS eCQM contracts during client meetings, technical expert panels, and standards workgroups.
• Establish strategic partnerships with public agencies, nonprofits, philanthropic entities, and academic institutions.
• Share insights, innovations, and lessons learned to enhance organizational learning.
• Master's degree in health informatics, computer science, public health, nursing, or a related discipline, accompanied by a minimum of 11 years of relevant experience.
• Over 7 years of experience in health care quality measurement.
• Required direct, hands-on experience in authoring QDM-based eCQMs and FHIR-based dQMs.
• Proficient understanding of FHIR resources and quality measurement implementation guides, including US Core and QI-Core.
• Knowledge of the CMS eCQM lifecycle, annual updates, and value set management.
• Experience with federal contracts, preferably with CMS, and familiarity with government-funded quality measurement deliverables, timelines, and stakeholders.
• Capability to lead or mentor junior technical staff while engaging in hands-on technical tasks.
• Excellent written and verbal communication skills, including the ability to explain technical concepts to non-technical audiences.
• HL7 FHIR Foundation certification or legacy FHIR R4 Proficiency credential is preferred but not mandatory.
• Previous experience with a CMS contractor in the development or maintenance of quality measures is advantageous.
• A clinical background or training in clinical informatics is preferred.
• Familiarity with federal quality reporting program structures is beneficial.
• Strong project management skills with the ability to handle multiple priorities effectively.
• Skills in stakeholder engagement, negotiation, and relationship building.
• Must be authorized to work in the U.S. on a full-time basis.
