This is a fully remote position, open to applicants in Maryland.
• Oversee critical elements of project development, execution, and integration under the Chief of Party.
• Act as a secondary liaison to donors and public, private, and non-governmental stakeholders.
• Manage project operations to fulfill donor expectations regarding timely, high-quality results, milestones, and budget adherence.
• Coordinate with program and operations leaders to uphold CRS program quality standards.
• Direct and manage multi-country operational execution across participating nations, consortium partners, and project teams.
• Supervise finance, contracts, procurement, administration, human resources, information technology, logistics, and security functions.
• Establish operational systems, processes, and controls for deliverables based on milestones.
• Guide, mentor, and develop project staff while managing team dynamics and ensuring staff well-being.
• Contribute to staffing plans and assist in senior staff recruitment.
• Monitor and minimize operational risks while maintaining safety and security policies and plans.
• Enhance internal controls to ensure efficient, compliant, and accountable operations.
• Monitor finances and manage partner budgets, administration, and donor reporting.
• Strengthen the operational capacity and systems of partners.
• Maintain relationships with consortium partners and coordinate member organizations.
• Create safe learning environments and respond swiftly to deficiencies.
• Identify performance gaps and advocate for training and technical assistance.
• Oversee subaward and vendor management, including due diligence, award administration, procurement, monitoring, compliance, and supervision of grants staff.
• Bachelor’s degree in international development, International Relations, or a relevant technical field.
• A minimum of 5 years’ relevant management and technical experience.
• At least 2 years’ experience in managing donor funds, including multi-country grants.
• Recognized technical expertise and qualifications in the sector, evidenced by peer-reviewed publications, conference presentations, or similar credentials.
• Experience in coaching and mentoring project staff.
• Proven management experience with complex, high-value, multi-activity projects and logistics.
• Experience in staff management that fosters a learning environment.
• Strong knowledge and experience in budget management.
• Proficient in MS Office applications, including Excel, Word, PowerPoint, and Visio.
• Familiarity with web conferencing tools and information and budget management systems.
• Strong strategic, analytical, systems-thinking, and problem-solving capabilities.
• Excellent relationship management skills.
• Proven team leadership abilities with diverse and multidisciplinary groups.
• Fluency in English is required.
• Must be willing and able to travel up to 35% of the time.
• Must have legal authorization to work in the location where the position is based.
• Successful candidates needing to reside or frequently travel outside their home country must pass pre-employment medical clearance.
