This is a fully remote position, open to applicants in United States.
• Create and sustain clinical and business performance metrics in alignment with DHA/MHS priorities.
• Continuously update and manage assigned metrics within the centralized Measure Library, ensuring consistency and compliance with governance standards.
• Establish measure specifications, methodologies, and calculation logic.
• Determine suitable data sources, benchmarks, and thresholds utilizing evidence-based practices.
• Examine performance metrics to uncover trends and opportunities for improvement.
• Generate process and outcome metrics, supporting leadership reporting requirements.
• Assist in the development and enhancement of performance measures and analytics outputs to guide decision-making.
• Utilize data science methods for data analysis and to provide predictive insights.
• Identify possibilities for integrating AI/ML capabilities where relevant.
• Work collaboratively with cross-functional stakeholders and assist working groups.
• Prepare briefings, reports, and presentations for leadership.
• Offer guidance on metric interpretation and analytics results.
• Engage with stakeholders to gather requirements and define new or revised performance measures.
• Conduct research and assess data sources; design methodologies for metric calculation and validation.
• Write and maintain Interface Control Documents (ICDs) and detailed specifications; secure stakeholder approval and coordinate handoff to Data Operations for execution.
• Update and govern measure artifacts within the Measure Library to facilitate the transition to Data-as-a-Product frameworks.
• Bachelor’s degree in Business, Healthcare, Data Analytics, Computer Science, Statistics, or a related field.
• Over 5 years of experience in management analysis, analytics, or similar positions.
• Experience with KPIs, performance measures, or metrics frameworks.
• Strong capability to synthesize complex data into actionable insights and recommendations.
• Must have or be eligible for a SECRET clearance.
• Preferred: Experience supporting DHA, MHS, or federal healthcare settings.
• Knowledge of measure development, healthcare quality metrics, or performance management.
• Proficient in Python, SAS, SQL, Git (or other analytics and version control tools).
• Familiarity with AI/ML or advanced analytics solutions.
