This is a fully remote position, open to applicants in California.

📋 Description

• Oversee the daily operations of accounting, payroll, accounts receivable, accounts payable, procurement support, and vendor accounts.

• Develop, implement, document, evaluate, and sustain internal controls, accounting policies, and procedures.

• Ensure adherence to GAAP, GASB, FASB, federal and state regulations, as well as College policies.

• Provide guidance and training to Finance Division staff and College departments regarding fiscal policies and regulations.

• Generate monthly financial statements, budget-to-actual analyses, expenditure reports, and various other fiscal reports.

• Manage inter-fund transfers, bank wire transactions, signature controls, cash positions, banking operations, and cash-handling protocols.

• Supervise the College credit card program and reconciliation processes.

• Review and authorize payroll registers, employee pay calculations, payroll tax documentation, and retirement reports.

• Lead the monthly and annual closing procedures, which include year-end statements, accruals, journal entries, and schedules.

• Maintain the general ledger and chart of accounts.

• Assess GASB, FASB, and GAAP pronouncements and execute necessary accounting updates.

• Act as a technical liaison with county offices, retirement systems, and professional accounting/payroll organizations.

• Manage financial information systems and serve as the system administrator for the travel and expense management platform.

• Coordinate the monitoring of federal and state grants and projects to ensure legal compliance.

• Facilitate external audits, respond to audit findings, and implement modifications to the accounting system.

• Prepare financial documentation for Board of Trustees agenda items and presentations.

• Assist with risk management and oversee the inventory controls for fixed assets and capital equipment.

• Maintain the purchasing and contracting policy manual.

• Directly supervise accounting, payroll, and procurement support personnel, including recruitment, training, work assignments, and performance evaluations.

• Act as the Chief Financial Officer’s representative for specific Finance Division functions during the CFO's absence or vacancy.


⛳️ Requirements

• Bachelor’s degree from an accredited institution, preferably in accounting or a related discipline.

• Five to seven years of progressively responsible experience in accounting, budgeting, and/or finance.

• Experience in educational finance and/or administration.

• Proficiency in payroll accounting, processing, and compliance.

• Familiarity with Generally Accepted Accounting Principles, Governmental Accounting Standards Board, and Financial Accounting Standards Board standards.

• Knowledge of general ledger, accounts payable, accounts receivable, payroll, cash management, and banking operations.

• Understanding of CalSTRS and CalPERS retirement reporting requirements.

• Experience with enterprise resource planning systems.

• Proven ability to develop and enhance internal controls, policies, and procedures.

• Background in public-sector accounting, auditing, financial statements, budgets, and fiscal reporting.

• Experience in coordinating annual fiscal audits and implementing audit recommendations.

• Proven capability in directing, supervising, training, motivating, and evaluating staff.

• Strong oral and written communication skills.

• Ability to maintain confidentiality and work independently.

• Proficient in using computers and software for scheduling, email, databases, word processing, spreadsheets, and presentations.

• Ability to lift and/or move up to 25 pounds.

• Compliance with mandated reporter requirements as outlined in the California Child Abuse and Neglect Reporting Act, as well as Calbright College policies, procedures, and Title IX.
