This is a fully remote position, open to applicants in California, +1 more state.
• Investigate and comprehend systemic challenges associated with the modernization of the State Medicaid Enterprise System.
• Act as the technical authority on Medicaid Enterprise Systems.
• Provide guidance to policy experts, system architects, UX researchers, and project managers.
• Analyze the factors contributing to budget overruns and project underperformance.
• Influence research inquiries and enhance the team's evaluation of intricate system architecture.
• Engage in interviews and evaluate potential opportunities for change.
• Clarify the complexities of the Medicaid Enterprise System to specialists in other fields.
• Convey technical information effectively through diagrams and succinct descriptions.
• Review architectural decisions and identify deviations from sound practices.
• Contribute to the creation of documentation and diagrams.
• Decompose ambiguous or complex objectives into clear, actionable steps.
• Participate in discussions with both internal and external stakeholders.
• Secure buy-in from team members, team leads, and government stakeholders.
• Anticipate informational needs across various practices and disciplines.
• Predict the needs of state government partners and users.
• Make precise and impactful recommendations to government partners.
• 8 years of relevant professional experience.
• 4+ years of experience with state Medicaid Enterprise Systems, either from the government or contractor perspective.
• Proficiency in MITA.
• Expertise in developing secure, compliant software while minimizing vulnerability risks.
• Experience in building and maintaining complex, scalable systems.
• Background in shaping system design and contributing to architectural decisions.
• Experience in evaluating complex, multi-component system design and scalability, including APIs, databases, and data pipelines.
• Ability to write high-quality, functioning, reusable code.
• Advanced proficiency in modern software development languages and systems.
• Capability to assess the quality and integrity of others’ architecture and code.
• Proven ability to convey technical complexities clearly to a diverse range of stakeholders.
• Ability to operate independently in ambiguous environments and identify high-impact tasks.
• Expertise in information security and security risk management frameworks utilized by states and the federal government.
• Experience working in government consulting roles.
• Must work from within the United States.
• Must have been a U.S. resident for 3 of the last 5 years.
• Cannot reside in New York or California due to tax implications.
• Must possess legal authorization to work in the United States without ongoing visa sponsorship.
• May be required to provide business or professional license documentation and insurance certificates.
• Must undergo a Public Trust background investigation, including SF85 or SF85P as applicable, along with fingerprinting.
• Must be adaptable with working hours if residing outside the Eastern Standard Time zone.
• Must operate as an independent contractor for a 1099 role.
• Preferred: experience in social-impact product teams or civic technology.
• Preferred: experience working in distributed, cross-functional teams.
• Preferred: personal experience with government health and human services programs.
• Preferred: working knowledge of Medicare, ACA, MACRA, Medicaid, or CHIP.
• Preferred: familiarity with SAFe and agile methodologies.
• Preferred: experience with legacy systems integration.
• Preferred: experience with large-scale applications and systems.
